GENERAL ACCOUNTABILITY






We're seeking a dynamic leader to guide a high-performing team through evolving wireless core technologies and a major shift toward DevOps-based practices--transforming how we deploy, operate, and maintain our wireless core network and services to a highly automated, code-driven model.







Accountable for providing leadership and advanced (tier III) technical support through a team of technical professionals for internal and external customers (province-wide) pertaining to wireless core elements and services. This support covers tier 3 technical assistance, the development of operational practices, procedures, and processes in support of SaskTel's Network Operations, as well as technical consultation to SaskTel's planning and Engineering departments in the design of network architecture and services including 3GPP reference architecture as well as peripheral IP, security, and signalling network infrastructure and services. Acts as a liaison between SaskTel and suppliers, alliance partners and other Telco's on support issues and national roaming agreements.




SPECIFIC ACCOUNTABILITIES





Ensures performance by selecting, developing, and sustaining a high level of expertise among staff in current state of the art technologies. Motivates staff by using key success factors and regular performance feedback. Assists in staff career pathing, development, and succession planning to ensure business requirements are met.

Responsible to provide on demand advanced (tier III) technical support for wireless core technologies and services based on standards such as 3GPP, spectrum utilization as it pertains to Innovation, Science and Economic Department Canada and peripheral IP network elements and services. Responsible for providing operational practices, procedures, policies, bulletins, and processes required to secure/accept/maintain/trouble-shoot network elements and services. Ensures appropriate vendor documentation is available to operational staff.

Responsible and authorized to escalate issues to vendors to resolve outstanding technical issues. Manages vendor service contracts. May also be required to partner with vendors to evaluate and introduce new network elements and services.

Responsible for evaluating new versions of software, firmware, and hardware, for developing Methods of Procedures (MOPS) for installation into the production network that minimizes the effects on external customers and for coordinating and assisting Operations and Engineering with the implementation or installation of the software, firmware, and hardware to support the evolution of SaskTel's wireless core networks.

Conducts field trials and operational reviews, documenting results and providing recommendations.

Responsible for the development of data analytics to create network insights on performance of SaskTel's wireless core to drive improvements in business decisions and customer experience.

Provides advanced technical assistance to SaskTel engineering in the design of network architecture and services, and the completion of various engineering projects. Responsible for maintaining a quality assurance lab of network elements and services that mirrors the production environment. Manages lab activities and availability in support of ongoing testing related to software patching, projects, and proof of concepts.

Responsible for representing network operations staff and providing input on various internal support services.

Responsible for providing network data and direction to influence negotiations for SaskTel's national roaming agreements.

Responsible for the effective utilization of resources and operating budgets and the proficient use of data to make business decisions.

Develops and promotes a team environment with an emphasis on demonstration of SaskTel Corporate Values.

Administers, promotes, and encourages the Health and Safety of employees. Ensures participation in Occupational, Health and Safety committees as required.


QUALIFICATIONS





University Degree in Electrical/Electronics/Software Engineering or Information Systems Engineering with several years of experience in network operations or technical support OR an equivalent combination of education and experience.

Demonstrated leadership skills, long and short-term planning skills, research and analytical skills, process improvement, and network/service orientation required.

Good working knowledge of Network Operation's functions and technical expertise.

An excellent verbal and written communication skill with demonstrated ability to deal effectively with others.

Demonstrated ability to manage change within a diverse and rapidly changing environment.

Must display broad conceptual skills and ability to integrate numerous activities while working across divisions and/or functional areas.

Ability to develop and train staff.

Working knowledge of personal computers and software applications.
