What can you expect from this position?





Reporting to the Associate Director, Strategic Sourcing, the Manager, Strategic Sourcing - Capital Expense (CapEx) is responsible for overseeing the end-to-end sourcing process for capital expenditures, from requisition to purchase order. This role partners with internal stakeholders to shape procurement strategies that support business needs and ensures that strategic sourcing processes deliver optimal outcomes in terms of cost, value, compliance, and efficiency. This role is also accountable for guiding a team of sourcing professionals and delivering continuous improvement across the function.



You will collaborate with project delivery teams, legal, finance, and supplier relationship management to ensure the delivery of transparent, accountable, and results-driven sourcing solutions that meet the operational and strategic objectives of the GTAA.


As Manager, Strategic Sourcing, CapEx you will:




Partner with stakeholders to define go-to-market strategies and prepare recommendations for sourcing strategies and category playbooks. Lead the day-to-day oversight of strategic sourcing processes, ensuring efficient management of requests from intake through to purchase order issuance. Understand, interpret and apply the Procurement Policy in conjunction with applicable policies, to ensure accurate and compliant guidance is provided. Manage simple to highly complex and highly sensitive capital expense sourcing initiatives with varying dollar values. Identify and lead continuous improvement initiatives that enhance procurement effectiveness and drive efficiency, cost savings, or value-add. Collaborate with Supplier Relationship Management team to validate supplier value propositions and identify improvement opportunities. Oversee the tracking and reporting of sourcing savings, cost avoidance, and other value measures using analysis, benchmarks, and vendor research. Ensure timely execution of sourcing KPIs including cycle times, requisition and change order tracking, and performance reporting. Analyze performance data and customer feedback to identify and recommend process or policy improvements. Work with Legal and business teams to improve RFx templates, policies, and standard operating procedures for sourcing governance. Support the business in managing Tier 1 and Tier 2 supplier contracts and relationships to ensure accountability and compliance. Provide leadership and coaching to a team of sourcing professionals, ensuring clarity of goals, strong collaboration, and continuous professional development. Foster a high-performing, safe, and inclusive team environment through clear expectations, feedback, and empowerment.

This is the role for you, if you have:



Bachelor's degree in Business Administration, Engineering, Supply Chain Management or related discipline. Supply Chain Management Professional Designation (SCMP), Certified Professional in Supply Management (CPSM), or Chartered Institute of Procurement and Supply Designation (CIPS) is an asset. 10 years of strategic sourcing experience Developed leadership and management experience including coaching, mentoring and performance management. Demonstrated knowledge of sourcing transactions that are highly complex, high volume, and high dollar value. Experience with sourcing of capital expenditures including construction services and progressive contracting models (construction manager at risk, design build finance, progressive design build, alliance, etc...) is an asset. Solid understanding of procurement and contract law. Vendor relationship, vendor performance, and contract management experience. Proven stakeholder management experience and comfort with building relationships through partnership and collaboration. Proficient with ERP applications such as Oracle or SAP, and intermediate level MS-Office applications Ability to obtain and retain Transportation Security Clearance at the designated level for the position
