The Impact a Manager on the Research, Learning and Evaluation Team can make:





As a Manager on the Research, Evaluation and Learning (REL) team, you will strengthen Covenant House Vancouver's data infrastructure and internal capacity by supervising technical staff, coordinating projects across the data pipeline, and ensuring that data systems meet program needs and support meaningful reporting. Your leadership will enable the REL team to operate more effectively and strategically. Through your contributions, the REL team will be better positioned to deliver high-impact projects and extend its influence across the sector.


How you will contribute:




In collaboration with the Director, provide supervision and coaching to REL team members including those working on ETO development, advanced analytics, and AI initiatives. Work closely with the Director, REL, to identify team priorities, allocate resources, and align projects with organizational goals. Lead or support project management for REL initiatives, including timelines, deliverables, and stakeholder engagement. Lead ETO development projects while ensuring that data collection aligns with existing structures and practices, supports effective program delivery and provides accurate, meaningful reporting. Provide technical guidance on integrating data elements across systems and tools to ensure consistency, usability, and integrity throughout the data pipeline. Offer hands-on support and troubleshooting for technical issues related to data collection, transformation, reporting infrastructure, advanced analytics, and infrastructure as code as needed. Support the execution of program evaluations, including analysis and integration of findings into reporting and program design. Support the development of policies and procedures ensuring secure, reliable, and ethical collection, use, and communication of youth data. Ensure alignment of technical work with data governance policies, privacy legislation, and trauma-informed data practices. Contribute to the development of strategic data initiatives, including toolkits, external knowledge mobilization, and partnership-based projects.

Compensation:





The successful candidate can expect a starting annual salary of between $77,350.00 and $96,678.40 depending on factors such as internal equity, experience, competencies, and education. Once hired, the hourly rates are reviewed annually following the annual performance review and successful employees have the opportunity for their hourly rate to increase, over time, up to the maximum of the pay band, currently $116,006.80.

Who are we looking for?




Education and Experience:




Bachelor's degree in Data Science, Information Systems, Computer Science, Statistics, Public Administration, Social Sciences with a data/technical focus, or a related discipline Minimum of 5 years' experience in a combination of data systems development and administration, data analytics or engineering, and project management in a technical or evaluation-focused environment 2 to 3 years' supervisory experience, ideally with cross-functional technical teams Experience delivering projects utilizing SQL, Python, git/GitHub, Microsoft Power Platform, and Azure services


The following are considered an asset


Experience working in a social service or nonprofit setting Familiarity with trauma-informed data practices and privacy legislation Experience contributing to knowledge mobilization or capacity-building initiatives

Schedule - Monday - Friday, Hybrid, 70 hours biweekly
