Position Summary




Centennial College is seeking a Manager of Receivables and Payables to join our finance department. Reporting to the Director of Finance, the manager is responsible for overseeing the daily operations of the accounts receivable and payable team while providing strategic leadership. The manager will plan and direct team responsibilities, ensuring the delivery of excellent customer service to both internal and external stakeholders.


The incumbent will act as the College's subject matter expert in receivables and payables management, applying best practices to ensure adequate internal controls are in place to minimize financial loss and/or reputational risk. The manager will ensure all transactions comply with college policies, legislation and Generally Accepted Accounting Principles (GAAP). This role also includes developing and managing the budget for both teams and leading transformation and continuous improvement initiatives in collaboration with the Director of Finance and other areas to streamline and modernize financial processes.


Responsibilities




Optimizes tuition fee processing and the invoicing of non-tuition fee revenues and the associated collection and cash application activities. Oversees the collection of overdue receivables ensuring that the College's collection policies are adhered to and that bad debt expense is kept to a minimum. Optimizes the processing of supplier invoices, cheque requisitions, wires and expense reports by leveraging technology to eliminate manual and duplicate processes where ever possible while still maintaining adequate internal controls to ensure compliance with College policies and best practices. Oversees the College's compliance with relevant tax legislation (e.g. HST, PST, property tax rebates and tuition and enrolment tax forms) including the filing of tax returns, the completion of self-assessments and the issuance of T2202 forms. Manages the College's relationship with its payment and expense management system providers (e.g., Global Payment, CIBC, Flywire, Chrome River). Oversees all aspects of the accounting for receivables, payables and prepaids including approving journal entries, ensuring that accounts are correctly reconciled and coordinating the review and analysis of month-end balances. Acts as the key contact for external auditors, overseeing audit preparation and supporting interim, year-end and special audits. Also leads the month-end and year-end close process by finalizing accounts receivable, accounts payable and accrual balances. Recommends changes to accounts receivable and payable policies (e.g., Bad Debt & Collections Policy, Prepaid Expense Policy, Accrual Policy, Travel Meal and Hospitality Expenses Policy), to the Director. Designs and delivers training on the receivables and payables processes, and identifies campus-wide training opportunities to strengthen compliance to policies and procedures. Provides leadership, supervision and direction to staff including setting goals, determining work priorities, hiring, performance management and providing adequate training and opportunities for professional development. Develops and maintains a roadmap to improve receivables and payables processes, including providing guidance on Banner system setup, updates, and automation opportunities to enhance efficiency and meet organizational needs. Develops a comprehensive and effective business continuity plan that establishes contingent operating strategies and processes to ensure the orderly continuation of incoming services in the event of a business disruption of any kind.





Qualifications/Experience




Four-year diploma or degree in Accounting, Business, Finance, or other relevant field Accounting designation (CPA, CMA, CPG or CA) is strongly preferred Minimum of 7 years of progressive experience at a supervisory level overseeing financial/accounting operations preferably in unionized environment or in a post-secondary institution or other public sector environment. Extensive knowledge of best practices for receivable and payable management, including experience with process improvement, automation, transformation and change management within a finance function Thorough knowledge of commodity taxes and understanding of Generally Accepted Accounting Principles Advanced working knowledge/competence in the use of large complex integrated financial systems and data management software tools (i.e. PeopleSoft, Banner, Cognos, Access, Excel, etc.) to perform comprehensive analytical review of financial data. Demonstrated ability to work successfully with people at all organizational levels, and with diverse and sometimes conflicting interests and philosophies. Experience handling politically sensitive and/or delicate situations with respect and diplomacy.
