The Position
The Manager, Project Management will lead the Project Management Office and oversee project execution at WCEBP. This role will be pivotal in advancing strategic initiatives through effective project and portfolio management, establishing and maintaining project management standards and practices. This role also involves managing a diverse project portfolio that spans across all departments, coordinating project lifecycle activities from intake to delivery, and enhancing our project management proficiencies in alignment with organizational objectives.
Responsibilities include leading the planning, execution, and completion of complex projects, as well as managing WCEBP's project portfolio. The Manager, Project Management will collaborate with business units including, Information Systems and Senior Leadership, to ensure alignment of project priorities with strategic objectives, while fostering a culture of accountability, transparency, and continuous improvement. The position will implement leading practices in project and portfolio management to facilitate the successful integration of new systems, services, and process improvements across the organization
Key Duties & Responsibilities
Project Portfolio Management
Oversee the management of a cross-departmental project portfolio from intake through to delivery;
Advise Senior Leadership on project prioritization, resource planning, and scheduling in alignment with strategic goals;
Ensure the integrity of key project data and manage a project portfolio management system to meet evolving organizational needs;
Create and present comprehensive reports and dashboards that communicate the health and progress of the project portfolio to senior leadership;
Lead the development and governance of project management standards, templates, and methodologies specifically designed for WCEBP;
Facilitate onboarding and training for staff and stakeholders using the project portfolio management system.
Project Management & Business Analysis
Develop and manage comprehensive project plans by defining the scope, schedule, budget, and responsibilities to ensure successful delivery;
Identify, assess, and mitigate project risks and dependencies, while effectively managing stakeholder expectations;
Provide regular project status updates and lead project meetings to ensure clarity, alignment, and accountability among all parties;
Lead organizational change management and training initiatives in alignment with project objectives;
Conduct stakeholder analysis, elicit and document business requirements, and translate them into actionable solutions;
Analyze existing processes and recommend technology and process improvements to enhance efficiency and service delivery;
Ensure all project documentation is accurate, updated, and well-structured.
Functional Management
Provide leadership and strategic advice to the Project Management Office (PMO) team by providing effective coaching and mentorship, supporting their professional development, and driving performance through regular performance reviews.
Qualifications & Technical Competencies
A post-secondary degree in Computer Science, Software Engineering, Business Administration, or a related field;
A minimum of 8 years of relevant experience in project management within the information technology sector; an equivalent combination of education and experience may be considered;
Project Management Professional (PMP) certification is required;
Certified Business Analysis Professional (CBAP) is an asset;
PRINCE2 Certification is an asset;
PROSCI or equivalent Change Management certification is an asset;
Proven experience in developing technology strategies and roadmaps, managing complex project plans, budgets, and risk mitigation strategies;
In-depth knowledge of project management methodologies (Agile, Waterfall), project lifecycle, SDLC, and Project Delivery Frameworks;
Demonstrated success managing project portfolios and aligning projects to organizational strategy;
Strong ability to prioritize, manage resources, and effectively communicate with stakeholders at all levels;
Proficiency in English with exceptional written and verbal communication skills.

Pay: $108,191.00-$135,239.00 per year
