Position Description



Purpose
Within Facility and Environmental Services (FES) Facility Projects service unit, the purpose of this job is to coordinate and provide leadership to all of the assigned project managers and support resources for projects. This job interfaces with functional managers of Infrastructure & Asset Management, Architectural & Engineering Services, and Sustainability departments. Reports directly to the Director of Facility Projects also provides project management services for all aspects of expansions and upgrades of infrastructure, maintenance, and renewal at the Calgary Board of Education (CBE), and leads the Project Management Services group, business process, improvement, as well as project management training and methodology.
Accountability
This job is accountable for:

  • Contributes to the CBE purpose, mission, and values;
  • Provides professional, effective, collaborative, and proactive project and program leadership;
  • Oversees and coordinates, administering and controlling assigned major maintenance and recapitalization undertakings as well as school-funded project delivery;
  • Ensures that all projects are managed according to CBE standards and industry best practices;
  • Establishes and maintain CBE Project Management standards and updates regularly based on industry recognized Project Management Standards;
  • Provides effective, collaborative, and proactive leadership;
  • Advises and mentors project management staff;
  • Fosters employee development and growth;
  • Provides proper and equitable utilization and optimization of financial and human resources;
  • Provides effective problem solving, organization and communication; and
  • Builds a shared vision for the provision of quality service to students, parents/guardians, and staff in the implementation of business process improvement in conjunction with the Director of Facility Projects.

Major responsibilities
  • Develops, manage and maintains the relationship between the CBE and industry partners involved with planning, designing, constructing, and maintaining CBE infrastructure.
  • Estimates project costs, including inflation rates, construction cost indices, and contingency guidelines.
  • Develops and implements an overall project management framework for the CBE, including hiring and training staff to meet the business unit's needs.
  • Provides leadership, advice, guidance, and manages project managers for coordination of the assigned major maintenance and recapitalization undertakings as well as school-funded project work.
  • Researches, reviews, assesses, and provides guidance on alternative project delivery systems, including; design/bid/build, construction management, private/public partnership, and strategic alliance tools and frameworks.
  • Develops and implements a coordinated delivery system for project management, industry relations, project delivery process, and project optimizations.
  • Responsible for all assigned projects from conception to closeout.
  • Manages consultants, external contractors, and internal resources in delivering CBE projects.
  • Recommends new and amended policies and guidelines related to the building program, including tendering procedures, contract administration, budget, and construction standards.
  • Provides input into the decision-making, planning, establishment of goals and objectives, and the overall coordination of the department.
  • Liaises with internal and external entities to obtain information and/or resolves issues as they pertain to the projects and Facility Project services.
  • Coordinates with the Facility Operation management team as required.
  • Liaises with the Environment and Sustainable services group to effectively promote and ensure energy savings.
  • Works collaboratively with all staff in FES departments.
  • Works with the Finance, Purchasing, Legal and other departments on bid specifications and tender awards.
  • Manages the contract administration of projects, renovations, and upgrading programs executed in-house or assigned to outside contractors.
  • Manages and controls construction operations by coordinating with school staff, Facility Team Leads/Facility Operations, ITS, Security, etc. in the service area to meet the terms of specific construction contracts.
  • Initiates and maintains contacts with external control agencies and local communities.
  • Responsible for communication of project details, including budget, scope, and work schedules, to school-based administrators, functional managers, and other central services staff including OH&S, ITS, Security, etc.
  • In conjunction with the Director and Superintendent, refines the organizational structure for the work unit, defines and coordinates responsibilities within the service area and with other service areas of the CBE.
  • Plans, schedules, and readjusts work activities to meet budgetary commitments and Service Unit objectives by engaging various stakeholders and subject matter experts. Identify and deliver business process improvement using innovative thinking.
  • Builds and maintain continuous improvement environment to support an ongoing program of change.
  • Hires or approves appointments of staff for the work unit.
  • Establishes performance standards, and directs staff training.
  • Provides leadership and guidance to the service area through annual performance reviews and mentoring to foster staff morale, productivity, and staff development.
  • Carries out disciplinary actions, up to and including termination, as appropriate and required.
  • Prepares reports, audits, inspections and analysis as required.
  • Prepares and presents final documents, as required, to senior management, Trustees, and the public.
  • Responsible for the safeguarding of records and statistics for the work unit.
  • Participates in the preparation of the operating budget for the service area.
  • Provides financial reports on undertakings.
  • Serves as part of the Facility Projects management team and participates in decision-making, planning, the establishment of goals and objectives, and the coordination of the work unit.
  • Works collaboratively with Managers on the incorporation of new technologies and materials into projects in coordination and consultation with ITS/FTS and Tech Council.
  • Provides technical guidance to the Director with respect to project delivery services.
  • May assume the responsibilities of the Director of Facility Projects as required.
  • Performs other related responsibilities as assigned to meet department goals, including taking up the Project Manager role as and when needed.
  • Maintains an excellent working knowledge of the legislation, policies, and regulations applicable to school boards and various pertinent industries such as building and fire codes.

Qualifications
Education and Experience
  • Bachelor’s degree in Engineering with eligibility for registration in the Province of Alberta or post-secondary Diploma/Certificate in Mechanical (HVAC, Plumbing, BMS) Systems from an accredited technical institute.
  • 10+ years of project management and/or coordination in private or public institutional environments. Experience with managing projects within occupied facilities and with the implementing phased redevelopment strategies.
  • Minimum of 5 years of progressively more responsible related experience, including supervision in an administrative support capacity, preferably within a large, unionized organization.
  • Must be registered in good standing with APEGA or ASET membership.
  • Previous experience with project related to educational sector or work in educational sector would be an asset.
  • Project Management Profession (PMP) certification preferred.
  • Proficient with Integrated Workplace Management Systems and application models.
  • Proven ability to work within a team environment utilizing leadership, strong negotiation, conflict management, and delegation skills.
  • An equivalent combination of directly related post-secondary education and directly related experience may be considered.
  • Experience in continuous improvement concepts desired.
