Job Summary

Reporting to the Senior Manager, Procurement Operations, the Procurement Manager will oversee and execute the Procurement Team's operations. The role is accountable for planning, scheduling and prioritizing activities related to procuring materials and services in accordance with strategies, P&SM policies and all relevant regulations.

Responsibilities

  • Provide direction and leadership to a team of Procurement Agents blending operational excellence, procurement best practices, and customer service skills to meet service levels
  • Ensure procured materials and services are obtained cost effectively to meet business unit's requirements in accordance with category strategies, including facilitating resolution of technical issues
  • Providing guidance for and issuance of any sourcing events necessary, from requirements gathering through negotiation and purchase
  • Delivering solutions to any logistics problems while maintaining a high quality of service
  • Identify productivity improvement opportunities, facilitating cost savings, and improved processes and / or enhanced services to the Business Units
  • Work with stakeholders, both within and outside of P&SM to evaluate and resolve temporary or chronic issues and in process efficiency
  • Be accountable for establishing a culture of operations excellence through processes, reporting, and behaviours including supporting the implementation of new technology and processes
  • Work with Legal on contracts to ensure CN is protected
  • Coach and mentor staff for long term development and career growth
Skills/Functional Knowledge
  • Strong understanding of relevant procurement policies, processes and procedures, in particular as they relate to purchasing and expediting
  • Ability to drive employee engagement in the planning and execution of purchasing activities, which are measured using key performance indicators
  • Proven ability to build and maintain relationships and collaborate with a wide variety of stakeholders to deliver purchasing and expediting operations effectively
  • Understanding of Category Management including spend analysis, demand planning, category strategy, strategic sourcing, contract management, supplier performance management and its linkage to the procure-to-pay function
  • Strong communication skills for negotiating, conflict resolution and influencing business units and key suppliers
  • Strong judgment to distinguish between benefits, risks, constraints and assumptions when reviewing sourcing strategies and contracts
  • The ability to allocate time and resources effectively under critical time constraints to meet procurement, business, financial, and administrative needs
  • Strong computer skills including Microsoft Office Suite
  • Experience in SAP, Ariba and Fieldglass is an asset
Education/Experience
  • Undergraduate degree in Engineering, Business Administration or Supply Chain/Operations is preferred; post-graduate degree is considered as asset
  • Minimum of 5 years' progressively responsible management experience in Procurement & Supply Chain or an asset intensive organization
  • Experience with procure-to-pay processes, for both materials and services, including strategic sourcing, contract negotiation, purchasing, and expediting
  • Strong awareness of the industry and market as it relates to the technical components of procurement
