We oversee the Nova Scotia Sustainable Procurement Policy and are accountable for providing leadership and direction on the development and delivery of procurement programs, plans, and strategies aligned to assist with the delivery of departmental and government priorities.

Procurement\'s Business Intelligence Team provides business systems support and analytics services for the branch and to a very broad client base across the Nova Scotia Public Sector. The BI Team is involved in everything from daily service and support up to larger transformational projects impacting the broader Procurement service and its clients.

About Our Opportunity

Reporting to the Director Business Intelligence, the Manager Procurement Analytics is responsible for establishing, administering, and evolving the methods, systems and tools used for procurement related analytics, measurement, and reporting. The Manager will lead a team of Data Analysts to meet the growing responsibilities and complexities of the analytics service while collaborating with Procurement Leaders, stakeholders across the Nova Scotia Public Sector, and with peers in other jurisdictions across Canada.

Primary Accountabilities

As the Manager Procurement Analytics, you are responsible to design, develop, implement, and administer a full range of analytics, information products, strategies, and solutions. This includes reliable qualitative and quantitative performance measures, spend analytics, key performance metrics, tools, evaluation, and reporting, The Manager is also responsible for the processes, tools, systems, and integrations that are the foundation of the service.

Additional key accountabilities include:

  • Responsibility for all aspects of the analytics service, including providing advice to leadership on industry advancements, business cases, data governance, and data security.
  • Working collaboratively with peers and clients across the NS Public Sector to understand and address their operational and strategic information requirements; and with internal leaders to ensure operational systems align with the requirements of the analytics service.
  • Leading the design, development, and implementation of frameworks and practices for procurement analytics, ensuring deliverables have integrity, reliability, and follow best practice.
  • Leading and managing varied complexity analytics projects as the subject matter expert, addressing system upgrades or new implementations, testing, data extracts and interpretations, creating and managing data integrations and ETL processes, and testing product enhancements.
  • Defining and implementing quality management processes ensuring reliable analytics are produced consistently, data sources are accurate, thorough analysis is complete prior to data release, and that privacy of information is upheld.
  • Developing collaborative working relationships with peers and other stakeholders to design, coordinate, and implement new service delivery models, tools/systems, or business processes.
Qualifications and Experience

To be considered for this position, you must have a bachelor\'s degree in a related field (such as Data Science, Analytics, Mathematics, Computer Science, etc.) in addition to several years of related experience including data system management, data governance, and data modeling, in a complex service environment.

The successful candidate will have:
  • Demonstrated leadership experience in a complex service environment.
  • Significant experience in data analysis with a focus on data modeling.
  • Significant experience with data warehouse management.
  • Demonstrated experience in data governance, privacy, and data security.
  • Demonstrated experience with data visualization tools (e.g., Tableau, Power BI, etc.).
  • Significant experience working with relational databases (e.g., SQL Server, MySQL).
  • Significant experience creating and managing data integrations, API, and ETL processes.
  • Proficiency in SQL.
  • Excellent analytical and problem-solving skills, with the ability to translate complex data into actionable insights.
  • Excellent communication and presentation skills, with the ability to convey technical concepts to both technical and non-technical stakeholders.
The ideal candidate will be a strong leader, an excellent communicator, a relationship builder, and be a driver of innovation. This position requires a results-oriented individual with a high level of initiative, motivation and a sound understanding of data analytics methods and practices. Proven leadership ability and stakeholder collaboration are crucial to effectively work in a complex procurement service environment which is subject to continuous internal and external demands and changes.

An equivalent combination of education and experience may also be considered.

The following will be considered assets:
  • Masters\' degree in a related discipline
  • Experience leading change management initiatives
  • Experience in data systems transformation
  • Experience in public procurement
  • Experience with related SAP Products (ECC, S4 Hana, Ariba, Business Objects, Cloud Analytics).

Working Conditions

Most of your time is spent in a comfortable office setting, possibly sitting for long periods of time.

Travel outside of Halifax is rare, but attendance at occasional meetings/events anywhere within the Province of Nova Scotia could be required.

Your normal work week is 35 hours/week, 7 hours/day. Flexible wok schedule options are available.

Pay Grade: EC 12

Salary Range: $3,561.95 - $4,452.43 Bi-Weekly
