Reporting to the Director, Population Health and Prevention, the Manager is responsible for managing multiple workstreams of the Population Health team, working to achieve a broad range of deliverables. The Manager is accountable for the planning & administration of operations and management of resources to ensure the Population Health team?s activities are executed based are delivered within specified timelines.

To be successful, the Manager will need to:

  • Drive planning and implementation of new initiatives related to chronic disease prevention and management

  • Possess a keen eye for detail to ensure the analytic quality and scientific integrity of the work produced by the Population Health team, as well as the whole Population Health and Prevention team where needed

  • Oversee development and dissemination of knowledge products (e.g., reports, measurement dashboards, etc.)

  • Maintain up-to-date knowledge in epidemiology and population health analysis, to support the priorities of the Population Health team


The ideal candidate will have a passion for chronic disease prevention, health equity and supporting healthy populations.

The Manager may act on the Director?s behalf in their absence, as appropriate. The successful candidate will need to be able to motivate and provide strong leadership to the Population Health team and play a key leadership role in the broader portfolio.



Here is what you will be doing:


Chronic disease prevention and population health measurement

  • Lead implementation of new analyses, and development of knowledge products, to support OH?s priorities in chronic disease prevention and measurement, including work related to OH?s diabetes measurement framework, and relevant regional and equity stratifications

  • Leads the analyses of existing population health indicators (i.e., chronic disease risk factor and socio-demographic risk factor prevalence) using population health (e.g., Canadian Community Health Survey; CCHS) and Census data

  • Act as OH?s data steward for CCHS data and liaise with the Ministry of Health to receive data and resolve issues, as needed

  • Provide guidance to team conducting statistical analyses using SAS

  • Oversee reporting of indicator results in new products such as reports and dashboards, and existing products such as Ontario Cancer Profiles, the Prevention System Quality Index

  • Work with internal stakeholders at Ontario to inform and align with approaches to reporting population health and prevention indicators; where required, align with organizational measurement guidelines and requirements (e.g. Indigenous data governance processes)

  • Where appropriate, consult with external experts to inform the Population Health team?s work

  • Ensures that quality control inspections are done to validate the quality of the information/data collected and analyzed


Epidemiological expertise regarding cancer and other chronic disease risk factors

  • Leads team in advising and drafting content related to chronic disease epidemiology for reports, briefing notes, existing products, etc

  • Participate as part of the leadership team for
    My CancerIQ , an online cancer risk assessment tool. This includes overseeing relative risk updates, as needed

  • Addresses specific inquiries (e.g. public inquiries related to chronic disease prevention) as they arise


Evaluation

  • Oversee individual evaluation of relevant initiatives and products, e.g., reports and tools such as Cancer Profiles

  • Where appropriate, develop logic models and other tools to guide the Population Health and Prevention unit?s work, to meet desired short-, medium- and long-term outcomes


Leadership

  • Provides strong leadership to Population Health team, in particular to facilitate ongoing change management support as part of the new Prevention & Screening division, within PHVBHS

  • Ensure team has project management tools and processes in place to facilitate identification of risks and ability to deliver within set timelines

  • Develop tools and processes to facilitate succinct and regular updates in progress to unit leadership

  • Ensure the Population Health team develops and maintains up-to-date subject matter expertise in chronic disease prevention and other priorities areas

  • Proactively and independently identify opportunities for the Population Health and Prevention unit, that align with broader portfolio mandate

  • Works with the Manager, Prevention and Director, Population Health and Prevention to plan objectives, prioritize key activities, assign accountabilities and develop deliverables for the unit

  • Act as representative of the team to both internal and external stakeholders, as appropriate

  • Develops and presents materials using excellent written, verbal and graphical communications skills




Here is what you will need to be successful:



Education and Experience

  • At minimum, a graduate degree (e.g., MSc, MPH) in Epidemiology or a related public health field

  • Minimum of 7 years of related work experience (e.g. health system strategy, health policy/program development and implementation, evidence synthesis and mobilization)

  • Significant experience using research and analysis methodologies and tools to gather, synthesize and present information/data, including population health indicators

  • Experience using large, administrative data sets or health survey data to complete analyses of population and system-level indicators. Experience analyzing databases used by the Population Health team (e.g., CCHS data) is an asset

  • Experience with or knowledge of new indicator development is an asset

  • Proven ability to deliver on complex initiatives (e.g., implementation of a new program or initiative), working with multiple stakeholders, at a system-level

  • Experience in leading a team in an ambiguous environment

  • Experience in influencing change in the health and/or public health systems




Knowledge and Skills:


  • Proficiency in SAS, R, or equivalent statistical software for statistical analysis

  • Strong understanding of the healthcare and public health systems in Ontario

  • Strong knowledge of evidence appraisal (hierarchy of evidence), and synthesizing content based on a large and complex body of evidence

  • Exceptional stakeholder management skills

  • Strong oral and written communication skills, including ability to clearly communicate technical and scientific content to different audiences

  • Strong critical thinking, analytical and problem-solving skills

  • High attention to detail, organization, and time management skills

  • Advanced knowledge of Microsoft Word, PowerPoint, Excel and Outlook



Employment Type: Temporary Full Time (Approximately 13 months)



Paygrade and Zone: 7B
