What you will do:





Reporting to the Director of Planning, the Manager of Planning Implementation, your primary responsibilities will include, but are not limited to, the following:


Oversee and manage a wide range of development planning services, including minor zoning by-law amendments, site plan applications, minor variance applications, consent applications, demolition control, sign variances, and zoning compliance Oversee and manage the Committee of Adjustment, Site Plan Review Committee, and Sign Variance Committee, including associated applications and procedures Oversee and manage zoning compliance reviews for general inquiries, letters of compliance, building permit applications, rental housing licenses, business licenses, and the like Support corporate initiatives such as Community Improvement Plan (CIP) programs Develop and implement goals, objectives, plans and procedures for the section that align with department / division priorities and the City's strategic plan Document, review, coordinate, monitor and update planning application processes, procedures and forms Seek out efficiencies to streamline development approvals and department / division operations Shepherd strategic planning projects and applications through the planning process Prepare and monitor operating and capital budgets in consultation with the Director and other Planning Managers Oversee and manage staff workplans, aligning resources to meet service level expectations Responsible for staff performance evaluations, performance measures, discipline, hiring, and administration Responsible for motivating, coaching and mentoring staff to optimize team and individual effectiveness Responsible for fostering a culture that reflects the Corporation's vision and values, including teamwork, personal accountability, continuous learning, innovation, and health and safety Foster an environment focused on compliance with applicable law and quality customer service Negotiate and mediate resolution to conflicts on a wide variety of planning and development matters Establish and build professional and working relationships with Council, City departments / divisions, and a wide range of stakeholders Ensure effective communication within the section and to other sections, agencies and customers Conduct research, analysis and prepare reports for the Corporation Process, review, analyze, assess and report on a wide range of planning applications and matters Attend Council, Committee, project and liaison meetings and industry functions as required Undertake special projects as assigned by the Director

What you will bring:




Bachelor's or Master's degree in Urban Planning or a related discipline with a minimum 5 years of increasing responsibility and experience in land use planning focusing on development; a combination of education and experience may be considered Membership in the Canadian Institute of Planners and the Ontario Professional Planners Institute Experience in a leadership role managing employees is considered an asset Demonstrated leadership, coaching and human relations skills to effectively counsel, advise, coach, train and develop staff, shaping a positive team culture Ability to evaluate all forms of development applications in the context of applicable law, principles of good planning, and design excellence Demonstrated knowledge and understanding of planning services and processes, as well as planning within a municipal context Demonstrated knowledge, understanding and skills in the application and interpretation of the Planning Act, Provincial Planning Statement, Municipal Act, Condominium Act, Occupational Health and Safety Act and other relevant legislation and processes in Ontario Valid MTO 'G' class driver's license in good standing with driver's abstract acceptable to the City (maximum of 3 demerit points; maximum of 2 convictions within the previous 36 months; no driving related criminal code convictions within the previous 36 months; and no ignition interlock restrictions) is required to perform the job Strong commitment to delivering quality customer service A passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment Demonstrated commitment to Reconciliation, Equity, Accessibility, Diversity and Inclusion
