People Strategy and Partnerships (PSP) is the client-facing division within Human Resources (HR) and is the primary provider of advising and consulting services to clients across The City. PSP focuses on delivering strategic, impactful, integrated human capital solutions. With a strong consulting orientation, PSP works closely with leaders at all levels to support business priorities by tackling complex workforce challenges, driving organizational development, and supporting effective employee and labor relations. PSP supports clients with key processes, including workforce planning, talent management, performance, and succession planning.


Reporting to the Chief Human Resources Officer (CHRO), as the Manager of People Strategy & Partnerships, you will provide strategic direction and operational oversight to a team of HR leaders, business partners, organizational development consultants and analysts who act as trusted advisors to a diverse group of clients. You will be responsible for delivering integrated, client-focused HR solutions that meet both immediate workforce needs and long-term organizational goals. You will ensure that HR initiatives align with corporate objectives, are responsive to emerging challenges, and are designed to drive sustainable performance.


You will ensure PSP works in close collaboration with other parts of the HR team to guarantee clients have a seamless and integrated experience when receiving HR services. Your team will share responsibility for helping clients navigate important HR processes, including workforce planning, talent management, organizational development, ability management, and labour relations functions.


You will be a collaborative member of the HR Management Team and participate in the collegial governance of The City's HR function. In this role, you will contribute to HR's strategic and business planning, budget and resource allocation planning, and monitoring of the effectiveness of service offerings and the progress of major projects. You will help position HR as a key enabler of organizational success and transformation. Primary duties include:

Demonstrate and promote inclusive leadership and respectful workplace practices. Foster a culture of innovation, accountability, and continuous improvement amongst the team. Support team engagement and productivity. Mentor and develop your team members and manage individual team member performance. Use data, client feedback, and best practice research to guide your work and develop strategic and business plans for the PSP division. Monitor and report on the performance of the PSP division and key services. Implement strong change management practices as the team and its services evolve.


Qualifications

A degree and at least 10 years of progressively senior and diverse experience in Human Resources, including experience in a supervisory or leadership role. Equivalent combinations of education and experience may be considered. A track record of building high performing engaged and motivated teams. Demonstrated background in organizational development founded in improving institutional effectiveness and health. A history of collaborative work, providing clients with seamless and integrated HR services. Experience leading complex initiatives and projects. A strong understanding of employee and labour relations, with experience in a complex unionized environment being desirable. A Chartered Professional in Human Resources (CPHR) designation will be considered an asset. Strong business and political acumen and client service orientation. Demonstrated ability to collaborate with and influence employees and leaders at all levels of the organization. A strong sense of ethics, and demonstrated discretion in dealing with sensitive, personal and political issues, often with privacy and confidentiality concerns. Strategic thinker with advanced capabilities in change management, conflict resolution, and navigating ambiguity, while fostering productive and trusted professional relationships.

Compensation: Level M3 $156,500 - 195,600 per annum
Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
