Campus Location: New WestminsterRegular / Term: Regular Full-TimeClosing Date: Open Until FilledPosition SummaryWe are seeking a dynamic leader to manage and oversee our Payroll department, ensuring industry best practices are implemented for accurate and compliant payroll processing. The Manager, Payroll Operations is accountable for payroll operations including all staffing, compliance with collective agreements and payroll related regulations, management and discipline of direct and indirect reports and employment issues as directed. In this role, they will foster a collaborative and customer-focused environment, leading a high-performing team while ensuring effective cross-training and strong interdepartmental relationships. This role requires someone who is proactive, detail-oriented, and committed to excellence in payroll management and team leadership.The position of Manager, Payroll Operations at JIBC involves ensuring the accurate and timely processing of payroll for employees, managing complex payroll issues, and providing interpretation and guidance for payroll matters. Key responsibilities include reviewing and approving payroll, ensuring compliance with applicable regulations, preparing T4s, ROEs, and other forms, and overseeing compensation and pension reports. They also authorize payroll remittances and ensure payments are made by prescribed deadlines. The Manager ensures the accurate preparation of payroll-related journal entries and reconciliations. The position also requires collaboration with the Controller to ensure proper accounting of salary and benefit expenses, leading year-end and audit processes, and preparing reports for senior management. The Manager will develop internal controls and conduct research to ensure that processes are up-to-date and follow best practices. Business process improvements are a key focus, including managing payroll software upgrades and identifying technology enhancements for efficiency. The position also contributes to organizational initiatives, champions equity and inclusion, and ensures the protection of employee privacy in payroll operations.Qualifications & Requirements:

  • Certified Payroll Manager (CPM).
  • Minimum three (3) years of post-qualifying experience as a Payroll Manager in complex organizations, preferably in a unionized environment.
  • Extensive experience in using and implementing a large scale, complex ERP computer environment; experience with Unit 4 system preferred.
  • Extensive experience in payroll process assessment and improvement.
  • Proven solid knowledge of generally accepted accounting principles and theory.
  • Demonstrated solid knowledge of financial internal controls as related to payroll disbursement activities.
  • Demonstrated leadership, team building, and coaching skills.
  • Ability to resolve conflicts.
  • Excellent written and verbal communication skills.
  • Excellent analytical and problem-solving skills.
  • Proficient reporting skills.
  • Highly skilled in collaborative problem solving.
  • Ability to maintain confidentiality and sensitivity in all matters.
  • Ability to recognize and protect private and privileged information using discretion and tact when communicating.
  • Ability to research subjects related to job responsibilities that include internet searches, telephone calls, or consulting with external peer or subject matter experts.
  • Highly skilled in customer service.
  • Experience in using complex user software including relational databases and setting up complex report queries.
