Description:

Reporting to the Director, Human Resources, the Manager, Payroll & Benefits is responsible for leading the campus-wide delivery of Payroll & Benefit services, as part of the UTM Human Resources Department. The incumbent works in a proactive, innovative, collaborative, efficient and effective manner, providing strategic payroll and benefits advice and support based on expert knowledge of all areas of payroll and benefits, and in support of the academic and administrative priorities of the campus.

The incumbent audits, investigates, addresses and resolves complex escalated issues related to payroll and benefits and is responsible for the implementation of the overall strategy related to payroll and benefits administration at UTM. The incumbent manages business process improvement projects to identify and implement efficiencies, streamline processes, and improve client service for UTM, and represents UTM on tri-campus and UTM working committees and special projects related to payroll and benefits. The incumbent leads change management initiatives and communications to ensure the UTM community is updated on changes to payroll and benefits processes. The Manager leads a team of payroll and benefits professionals, ensuring a client-focused, service orientation from the unit.

In addition, the incumbent also oversees payroll, benefit, and pension administration and processing for all employee groups at UTM ensuring it is completed accurately and in a timely manner.. This includes developing and delivering individual/group training for departmental contacts and employees; creating and conducting staff and faculty benefit orientations; creating/updating/maintaining HRIS records; auditing reports on a monthly basis; investigating and resolving payroll and benefit discrepancies and resolving escalated issues with clients; managing electronic and hardcopy employee/payroll files in accordance with the U of T file plan; remaining current with relevant policies, practices and collective agreements; developing and producing data and reports as required.

Qualifications Required:

Education:

Post secondary education in payroll/human resources/finance or an equivalent combination of education and experience. Must be in posession of a CPM certificate or currently enrolled in Canadian Payroll Association courses leading towards the CPM certificate. Benefits designation an asset. Project Management certification an asset.

Experience:

Minimum six (6) years of progressively responsible experience and expertise overseeing the payroll function within a multi-employer group and in a large public-sector unionized environment. Demonstrated experience managing and motivating staff. Experience overseeing payroll within an academic environment preferred. Experience leading business process improvement projects and working with stakeholders. Demonstrated experience dealing effectively with a diverse group of clients in difficult or sensitive situations.

Skills:

Demonstrated expert experience working with HRIS and/or FIS systems is required, preferably in an SAP environment. Expert knowledge of Microsoft applications including Excel, Word and Powerpoint. Strong analytical, problem-solving, oral and written communication and decision-making skills. Proven experience in SAP HCM payroll. Must have strong business process and analytical background skills including experience in reengineering processes to improve control and efficiencies.

Proven ability to be tactful, discrete and maintain the highest level of confidentiality. Solid understanding of human resources management principles and approaches required. Demonstrated project management skills. Experience interpreting and applying policies, employment related legislation, collective agreement provisions to payroll and benefits related matters.

Proven ability to exercise sound judgment, work under pressure, manage multiple and changing priorities and demonstrate initiative. Demonstrated and proactive customer service orientation with an awareness of, and sensitivity to, diversity. Must have the ability to work independently and as part of a team.
