We are currently seeking an experienced, detail-oriented and motivated
Manager, Pay and Benefits
to join our team. This position plays a key role in ensuring the effective and compliant delivery of payroll and employee benefits programs across the organization.
Key Responsibilities
Payroll preparation and Review
Review and oversee the full-cycle payroll function for all employees, ensuring timely and accurate processing in accordance with client policies, established process flows and compliance with federal and provincial regulations.
Oversee payroll transactions across multiple platforms (SAP, ADP, QuickBooks), ensuring all outputs meet client requirements and compliance standards.
Ensuring accurate reviewing and tracking of key employee information (i.e. hours worked, overtime, vacation, time sheets, etc.)
In coordination with payroll responsibilities, work closely with other COO roles and internal stakeholders to ensure the proper flow and maintenance of employee data.
Maintain employee records in ADP, and electronic employee files.
Ensure employee changes are entered correctly and made on a timely basis.
Review and audit employee changes prior to payroll approvals and updates.
Plan, organize, direct, control and evaluate the operations of human resources or personnel departments.
Leverage deep expertise in ADP, SAGE to identify and resolve discrepancies, optimize payroll processes, and uphold high standards of quality.
Ensure compliance with CRA, CPP, EI, WSIB, and other relevant legislation.
Maintain relationships with benefits providers, brokers, and external vendors.
Develop, update, and implement policies, procedures, and systems for payroll and benefits administration.
Prepare reports and analysis on payroll, benefit costs, and trends for leadership decision-making.
Client Service and Support
Develop and implement labour relations policies and procedures and negotiate agreements with external business partners.
Administer and manage employee benefit programs including health, dental, vision, disability, and retirement plans.
Serve as a point of escalation for payroll-related inquiries and issues, providing expert guidance and resolution working with the payroll advisory team.
Collaborate with clients to understand their payroll needs, ensuring solutions provided by the team are tailored and compliant.
Prepare and/or review payroll reports prepared for client stakeholders to ensure completeness and accuracy before delivery.
Collaborate with and support the implementation team to ensure compliant and successful implementation of our clients' payroll.
Administer employee development, language training and health and safety programs.
Lead a team of payroll and benefits specialists, providing coaching, support, and performance management.
Compliance and Controls
Maintain up-to-date knowledge of payroll regulations, tax laws, and labor laws to ensure all payroll activities are compliant.
Organize and conduct employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees.
Direct the organization's quality management program and ensure compliance with legislation such as the Pay Equity Act.
Enforce robust controls and procedures to safeguard the integrity of payroll data.
Collaborate with finance and COO to support budgeting, reporting, and audits.
Conduct compensation reviews and support market analysis team to ensure competitive salary structures.
Collaborate with the COO, payroll advisory team to conduct regular internal audits of client files, identify potential compliance issues, and recommend or implement corrective actions.
Reporting & Analysis
Prepare reports for finance, and senior leadership (e.g., payroll summaries, benefits usage, costing).
Analyze trends and provide strategic recommendations to improve payroll and benefits efficiency or effectiveness.
Perform other duties as assigned.
Qualifications
Post-secondary education in Accounting, Business Administration and/or Human Resources.
Comprehensive understanding of payroll accounting, payroll legislation and employment standards.
Minimum 3 years of progressive experience in pay and benefits administration, loan application and management, account related roles, including at least 1 year in a supervisory or managerial role.
Strong knowledge of basic payroll and benefits practices.
Experience with payroll systems such as ADP, SAGE, QuickBooks, or SAP.
Proficiency in Microsoft Excel.
Excellent leadership, organizational, analytical and problem-solving skills.
Strong interpersonal and communication skills, with an ability to work within a team environment in a courteous and co-operative manner.
The ability to work independently, take initiative and pay great attention to detail.
