DUTIES:

Reporting to the City Solicitor, the Manager of Provincial Offences will be responsible for the management, oversight and administration of all Provincial Offences Act court services and fines enforcement activities on behalf of the City and the nine member municipalities participating in the Inter-municipal Court Services Agreement (IMCSA); The role works in conjunction with judiciary, prosecutors, defense counsel, enforcement agencies, Ministry of the Attorney General and other provincial agencies to coordinate daily operations of the Court and collections function. Managing and coordinating court scheduling, staffing, document management, court security, and additional resources to ensure smooth and effective operation of the POA Courts. Enforcing compliance with monetary penalties or fines levied by the POA Court, actively monitoring collection efforts and overseeing payment arrangements, preparation of the certificates of default, writ forms and garnishment papers. Development, implementation and monitoring of operating policies, procedures and protocols to meet best practice standards for all program requirements and comply with all legislation and agreements. Oversight and management of information management systems. Communicating with and presenting to the POA Liaison Committee as required. Financial and budgetary responsibility including calculation and distribution of net revenue under the IMCSA and ongoing monitoring and reporting on internal budget as well as working directly with external audit. Regular reporting to the Ministry of the Attorney General and the POA Liaison Committee as required. Recruiting, training, evaluating and ongoing supervision of POA Division staff. Will be required to complete and remain current as per the requirements of the Corporation`s Management Windsor certificate program. Will perform Occupational Health and Safety duties as outlined in the Corporation\xe2\x80\x99s Health and Safety Program; Will perform other related duties as required.

QUALIFICATIONS:

  • Must have a Masters Degree in Business, Finance, Public Administration or related field(s) or Ontario Ministry of Education equivalencies and a minimum of four (4) years of progressively responsible experience in legal, financial or business management;
  • OR Must have a University Degree in Business Administration, Finance, Public Administration or related field or Ontario Ministry of Education equivalencies and a minimum of six (6) years of progressively responsible experience in legal, financial or business management;
  • OR Must have a Community College Diploma in Business Administration, Finance, Public Administration or related field or Ontario Ministry of Education equivalencies and more than ten (10) years of progressively responsible experience in legal, financial or business management;
  • Must have the ability to travel to off-site locations in a timely and expedient manner as required.
  • If method of travel is by vehicle, a current, valid and lawful Driver\xe2\x80\x99s license will be required in accordance with the Highway Traffic Act and must provide a Driver\xe2\x80\x99s abstract as a condition of employment;
  • Must be a responsible, self-directed individual who works well independently as well as a member of a team including experience in directing and leading others;
  • Must have a demonstrated ability to work with Microsoft Office including Excel, Access and Outlook.
  • Must have proven communication, analytical, interpersonal and research skills, as well as the ability to establish and maintain effective relationships with City representatives, enforcement personnel, other agencies and the general public;
  • Must be conversant with all aspects of the judicial system and be able to interact with judiciary, prosecutors and defence counsel;
  • Must have excellent verbal and written communication skills;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the workplace;
  • Will be required to complete and remain current as per the requirements of the Corporation\xe2\x80\x99s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of similar nature is considered an asset;
  • Experience in areas such as budgeting and internal financial control, problem solving, leadership, time management and report writing will be considered an asset;
  • The physical demands analysis associated with this job indicates a limited/sedentary level of work.
