Position Purpose summary:
To develop and direct the team in delivering Housing and Outreach Services in the City Of Ottawa thus enabling homeless families and individuals to obtain appropriate housing and safe transport from street to shelter.
Accountabilities:
The incumbent may perform all, some, or similar duties to the listed below:
Program/Service Development, Delivery and ReviewDevelops in conjunction with the Director of Program community programs that meet identified needs using information from other Salvation Army departments/corps and other community agencies, this includes but is not limited to:
+ Homeless Outreach Services
+ Housing Based Case/Rooming House Management services
+ Direct Engagement services
Develops and implements, with the Director of Program a program/service evaluation process for the purpose of ensuring effective services/ministry in accordance with the Salvation Army Accreditation standards and funding partners
Develop and maintain a communications strategy to ensure that all agencies that work with the vulnerable and homeless in Ottawa area are aware of the service. This will include preparation and delivery of presentations to community agencies
Oversee case management system and contributes regularly to the individual case management process including assessment, goal planning, referral and follow up; becomes directly involved in complex client management cases when needed
Through program supervisors ensure all program log notes, HIFIS and other appropriate documentation is complete
AdministrationDevelops and implements policies and procedures and other tools for effective communication for client services
Prepares statistical and operational reports as needed
Coordinates case conferences when needed
Provides input for preparation of budgets
Ensures staff schedules are prepared and distributed in a timely manner
Service CoordinationOrganize points of service in consultation with community partners to ensure that service is indeed meeting the needs of the homeless
Organize routes in consultation with community partners to ensure that service is widespread and functional to the needs of the homeless
Participate in the coordinated access model (CAM) as required by the City of Ottawa
Develop and maintain reporting/log system that will translate to user friendly statistical information for the benefit of other service providers as well as the funding providers
Develop and maintain a follow-up system to inform community partners and service providers of client concerns
Develop and maintain a client tracking system for statistical and reporting purposes
Develop and maintain a case management system for a select group of Outreach regular clients
Responds to 24 hour calls (on rotation) for troubleshooting and scheduling concerns; arranges for substitution as required
Human ResourcesProvides overall supervision of Outreach and Housing Services staff
Ensure all staff working in the Outreach and Housing services receive appropriate and timely orientation and ongoing training
In conjunction with the Director of Program leads in the evaluation and discipline of workers when necessary
Identifies job vacancies and follows Ottawa Booth Centre hiring procedures
Conduct regular staff meetings to review operational effectiveness, to review changes/deficiencies in policies and procedures and to provide in-service training
Community LiaisonRepresents The Salvation Army Ottawa Booth Centre by assisting in developing and maintaining contacts with community partners, and attending regular meetings with supervisors from other service providers
Ensures appropriate liaison with community agencies and outreach workers involved in providing services to Ottawa Booth Centre clients for the purpose of facilitating referrals both to and from the Booth Centre and advocating on behalf of clients
Participate in community planning initiative, as appropriate
Participates in Public Speaking, information sessions, presentations internal and external and Media Relations as required
Health and SafetyImplements appropriate safety and security procedures as necessary
Ensures, through employees, that all procedures, rules, and guidelines for the safety and security of residents and staff are strictly enforced and adhered to
Adheres to all health and safety policies and procedures in place; complies with all instructions from the employer concerning health and safety as per the Occupational Health and Safety Act and WSIB
CRITICAL RELATIONSHIP MANAGEMENT
Governance Boards and Councils: None.
Internal:Lead and supervisor a team consisting of the 4 Supervisors of Outreach and Housing Services, Housing Response Caseworkers, and Street Outreach Workers
Participates as a member of Managing team and committees both internal and external as needed
External:Works collaboratively with community partners
MANAGERIAL RESPONSIBILITY:Reports directly to: Director of Programs
Direct reports: Supervisors of Outreach and Housing, Street Outreach Services, Housing Response Team, Housing Specialist, Direct Engagement Worker, Rooming House Case Manager, Administrative Assistant
FINANCIAL AND MATERIALS MANAGEMENT:Financial:
+ Provides financial information for funders through Accounting; Provides Accounting with any necessary information for invoicing, payment approval, etc.
+ Supervises and approves team's purchase orders within spending limit
+ Reviews monthly financial statements and monitors expenditures
+ Responsible for use of program credit card within policy and spending limits
+ Coordinates annual purchase of summer and winter program supplies within funder approved budget
+ Approves staff payroll accurately, within policy and by deadline
Working Conditions:Generally in an office environment; on occasion may be required to work outside in unconventional environments such as parks, under bridges etc
May deal with angry and abusive clients
May encounter verbal abuse
May be required to deal with client overdose and other medical situations
This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation
The above responsibilities must be discharged in accordance with The Salvation Army's Mission Statement, in a professional manner, upholding our code of conduct.Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
Work in compliance with OH&S Act and Regulations and abide by The Salvation Army's health and safety policies and procedures.
Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).
Education, Qualifications and Certifications:Relevant community college/university education in social work or related fields or equivalent work experience
Experience and Knowledge:Minimum 3 years' experience in supervising and coaching a team delivering direct client service to both urban disadvantaged and homeless populations
Experience working with an urban hard-to-serve client population with addiction and mental health issues
Ability to communicate and liaise effectively with community partners; build networking link and represent The Salvation Army at information sessions, presentations and community committees
Skills and Capabilities:Excellent writing skills for documentation and correspondence
Strong computer skills including a working knowledge of Microsoft Office and Excel
Ability to collect and sort data; analyze findings for evaluation purposes
Valid class G driver's license
Experience administering Narcan and/or Narcan training a strong asset
Bilingualism an asset (English and French)
Current clear Police Reference check for Vulnerable Sector
Compensation:
The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
