THE OPPORTUNITY
Reporting to the Director of Community Social Development (CSD), the Manager of Integrated Youth Services provides direct support to the Director, in collaboration with other members of the department leadership team. The Manager of Integrated Youth Services is responsible for setting direction and aligning resources for the delivery of integrated, youth-focused programs and services, ensuring alignment with Kickstand, the City's strategic goals, and guiding Community Social Development strategic plans. The incumbent will have a highly integrated role through a broad scope of responsibility that spans direct youth and family support to working on large-scale community projects and advancing system-level change in youth service integration.
This highly relational role builds and maintains strategic networks (internally and externally) to support positive outcomes related to youth well-being and will demonstrate a high level of flexibility in mobilizing the Integrated Youth Services team and community partners in responding to emerging needs. The Manager works from a strength-based, youth-centered, trauma informed lens and engages young people as active partners in shaping programs and services to ensure accessibility, inclusivity, and impact.
Position is for a 6 month contract with high probability of three year extension pending grant funding. Salary Range 102,083.80 - 121,357.60
RESPONSIBILITIES
Supervisory Management
Ensure leadership aligns with corporate and departmental strategic plans as well as guiding principles and values.
Manage the daily operations of the Kickstand site, setting goals and expectations for the team, making decisions regarding staffing matters, and ensuring the overall efficiency of the services provided by the team.
Support and promote an atmosphere of continuous improvement, self-assessment, and teamwork to ensure efficient and effective delivery of programs and services provided by staff within the integrated youth services section as well as continual enhancements to programs, services, and initiatives, along with any other assigned projects and their processes.
Receive and investigate complaints, concerns, or inquiries relative to the delivery of programs and services while maintaining a high level of professionalism. Ensure appropriate action is taken in a timely and professional manner.
Provide a high level of leadership and mentorship to staff, individualized to each staff's specific needs, to empower and support staff in the achievement of their goals and projects on an ongoing basis as well as through the performance management process.
Delegate operational authority as required and supervise where appropriate to ensure high quality services are achieved and maintained.
Participate in recruitment and onboarding processes for integrated youth services staff and ensure staff are appropriately trained and prepared to meet identified expectations within their relevant portfolios, including the ability to handle emergency and health and safety working requirements.
Program Administration and Community Relations
Plan, coordinate and manage the delivery of Integrated Youth Services, ensuring alignment with principles of the Kickstand model, Council's Strategic Plan, and departmental strategies, delegating operational authority.
Facilitate and/or participate in strategic and operational planning for the Integrated Youth Services section and ensure plans reflect youth needs, emerging trends, and best practices in integrated service delivery.
Evaluate current and future activities of the Integrated Youth Services portfolio in consideration of political, social, and community trends, emerging perspectives, and sector innovations.
Demonstrate a high level of political acumen, strategic thinking, and flexibility in approach to ensure youth needs are met through both direct supports and system-level initiatives.
Plan and effectively manage operating budgets as assigned and provide input and advice to the Director on the department's annual budget and operating/capital initiatives for submission to the corporate plan.
Prepare budget updates and take necessary corrective action to remain within budget.
Remain informed about local, regional, provincial, and national youth issues and trends to support the ability to provide strategic information and advice to the Director on ongoing and emergent issues and opportunities.
Plan, coordinate and oversee strategic and long-term planning of the individual and family section.
Provide strategic information and advice regarding the Family & Community Support Services program to the Director on ongoing and emergent issues and opportunities.
Provide management support to the Director and assume an Acting Director role when required.
Leverage partnerships and community resources to enhance youth well-being, improve access to services, and support integrated and collaborative responses to youth needs.
Oversee and manage the outcome evaluation process, analysis, monitoring, and reporting in accordance with Kickstand, the provincial FCSS program requirements, grantors, and/or other entities where reporting is applicable.
Communicate with organizational leadership and internal City departments on matters of interest. Prepare briefing notes, monthly reports, and other required documents to reflect section operations.
Develop and foster relationships with all levels of government, youth serving organizations, education and health partners, and community agencies. Build and maintain a professional network of contacts and evaluate opportunities for collaboration.
Represent Community Social Development on various initiatives, committees, coalitions, groups, and networks locally, regionally, and nationally.
Build and maintain relationships with internal City departments, with a thorough understanding of mandates and scope, to support alignment and collaborative work.
Engage youth meaningfully in planning, decision-making, and evaluation processes to ensure services are accessible, relevant, and responsive.
Respond to internal and external inquiries, often related to youth and family needs or sensitive issues, in an appropriate and timely manner while maintaining a high level of professionalism and integrity.
Be available for media inquiries and interviews related to key assigned areas.
Program Management
Oversee and/or contribute to the planning, delivery, and evaluation of integrated youth services programs to ensure compliance with the guiding principles of the Kickstand model and the City's strategic priorities.
Ensure that all youth programs and services are outcome-driven, youth-centered, trauma informed, and align with evidence-based practices, while fostering innovation and flexibility to adapt to emerging needs.
Lead the Integrated Youth Services section in a fiscally responsible manner, ensuring maximization of service delivery resources and effective stewardship of grant funds.
Facilitate and support multi-partner collaboration on large-scale projects and initiatives that strengthen the integrated service system for youth.
Develop and execute project plans, including planning for efficient and coordinated use of resources when working with multiple contributing partners and organizations.
Evaluation and support the transition of City-led or managed youth initiatives to sustainable community-based ownership, where appropriate, utilizing project management and change management skills.
Monitor and evaluate the effectiveness of all directly governed programs, initiatives, services, and projects within the Integrated Youth Services portfolio.
Collaborate with youth, families, community partners, and service providers to co-design and refine programming, ensuring accessibility, inclusivity, and cultural responsiveness.
Remain informed of provincial, national, and international best practices in integrated youth service delivery to inform continuous improvement and innovation within the section.
Maintain up-to-date knowledge of related legislation including Child, Youth, and Family Enhancement Act, Health Professions Act, Mental Health Act, Landlord and Tenant Act, MGA, Access to Information Act and Protection of Privacy Act.
Direct Resident Support and Program Facilitation
Work from various locations, including within the community or at designated locations for services.
As related to programs, initiatives, services, and projects overseen by the Integrated Youth Services section, provide point-in-time information, support, advocacy, and connection of services to residents experiencing various complex social issues, including supportive counselling and workshops.
Engage and communicate with residents following a human-centred, trauma-informed philosophy.
Build professional relationships with residents and establish and maintain professional boundaries.
Provide mentorship and coaching for residents to self-advocate, negotiate, and access supports, including medical, social, mental health, financial and housing.
Maintain timely and accurate client records per applicable standards, policies, and regulations using the City's identified data management system.
Provide open communication and active engagement with other staff to ensure a safe and supportive work environment.
Follow appropriate policies, procedures, and processes when dealing with crises.
Report all health and safety incidents and near misses as required promptly.
Monitor potential safety concerns and follow City procedures to address safety-related incidents.
Support safe, inclusive, and healthy services and supports for residents by following relevant procedures.
Other Duties
Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements.
Act as a steward of the City's Corporate Culture through empowerment and support to staff.
All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
Employee are expected to stay current on WHMIS and other safety-related procedures.
Perform other job-related duties.
QUALIFICATIONS
Required Qualifications:
Post-secondary degree in Social Work, Psychology, Nursing, or another Human Services field.
Individuals with education in social work must be registered with the Alberta College of Social Workers (ACSW).
Minimum of seven (7) years of experience, including four (4) years in a leadership role and experience in frontline service delivery.
A combination of education and experience may be considered.
Knowledge and experience in diverse theories and approaches in human service.
Advanced communication skills and excellent presentation skills.
Excellent supervisory/leadership skills.
Excellent collaborative negotiation and problems solving skills.
Highly developed level of interpersonal skills and diplomacy to interact with a variety of internal and external clients.

Enhanced knowledge of Microsoft Outlook, Word, Excel, and PowerPoint.
Asset Qualifications:
Municipal Experience.
Master's degree.
Mental Health First Aid Certification.
Applied Suicide Intervention Skills Training (ASIST) certification.
Mental Health First Aid Certification.
Therapeutic Crisis Intervention.
Training in De-escalating Potentially Violent Situations.
Leadership experience or courses.

CONDITIONS OF EMPLOYMENT
Class 5 Driver's License.
Must obtain a satisfactory review of a three-year Driver's Abstract, with a maximum of six demerits.
Criminal Record Check Clearance.
Vulnerable Sector/Child Intervention Check.
Must maintain active licensing with the Alberta College of Social Workers (if applicable), including the requirement for ongoing professional development.
