Summary: Reporting to the Chief Building Official (CBO), the Manager of Inspections is responsible for managing and organizing the day-to-day inspections in St. Catharines as they relate to the construction, renovation, change of use, demolition and maintenance of buildings and designated structures. Also responsible for managing building and By-law complaints, including the issuance of Orders to Comply and recommending prosecution where necessary. This role performs the duties of the CBO in the absence of the CBO, when required. Duties and Responsibilities: (These set out the principal functions of the position, and shall not be considered as a detailed description of all the work requirements).
Organize and manage inspection of all construction, alterations and maintenance of buildings to ensure adherence to approved plans, Ontario Building Code and applicable laws/standards.
Organize and manage the inspection of properties to ensure that their use is in conformance with designated by-laws.
Supervise and provide leadership to staff in assigned areas of operation.
Develop new policies and procedures or modifications of existing Standard Operating Procedures to improve service to the community.
Liaise with consulting Architects, Professional Engineers, contractors, the local home builders\xe2\x80\x99 associations, elected officials and the general public.
Recommend issuance of orders and/or prosecution, to achieve compliance with the Ontario Building Code Act/Regulations and other municipal By-laws as required.
Obtain and execute search warrants as required.
Perform the duties of the Chief Building Official in their absence.
Perform other similar and related duties, as required.
Position Requirements:
Three (3) year College Diploma in Civil, Construction or Architectural Technology.
Ten (10) years minimum experience in performing/managing inspection of buildings.
Ability to understand and apply various legislations and by-laws (i.e. Planning Act, Building Code Act, Ontario Building Code, zoning by-laws, municipal by-laws, etc.)
Certification as an Engineering Technologist (C.E.T.) with O.A.C.E.T.T. or an Architectural Technologist (M.A.A.T.O.) with A.A.T.O., as well as a certification as a Building Code Official (C.B.C.O.).
Ability to lead and motivate a team of technical professionals through effective mentoring, coaching, supervisory and leadership skills.
Ability to function with minimal supervision.
Effective conflict resolution and problem solving skills.
Excellent organizational skills and sound written and verbal communication skills.
Strong sense of public service and cooperation.
Sound record keeping skills with strong attention to detail.
Membership in MLEO and OAPSO is an asset.
Experience using AMANDA and the Microsoft Suite of products including Word, PowerPoint and Excel.
Valid Ontario Driver\xe2\x80\x99s license, Class \xe2\x80\x9cG\xe2\x80\x9d, with a clean driving record.
