Duties:
Reporting to the Chief Administrative Officer (CAO), the Manager of Human Resources (HR) is responsible for providing strategic leadership and operational management of the City's human resources function. This position oversees key areas including Employee and Labour Relations, Talent Attraction and Retention, Job Evaluation and Pay Equity, and Employee Learning and Development.
The Manager is accountable for the development, implementation, and administration of human resources policies and procedures, in consultation with and in support of the management team. The role provides expert advice and guidance to managers, supervisors, and employees to ensure the consistent application of policies, programs, and collective agreements in compliance with applicable legislation and organizational values.
The Manager ensures compliance with relevant employment-related legislation, including the Employment Standards Act, 2000 (ESA), Occupational Health and Safety Act (OHSA), Ontario Human Rights Code (OHRC), Accessibility for Ontarians with Disabilities Act (AODA), and other related statutes. The position is also responsible for overseeing the job evaluation process for all employee groups and ensuring proper maintenance procedures are followed to maintain equitable and defensible compensation practices.
The Manager leads organizational development initiatives, including corporate orientation, leadership development, performance management, and workforce planning. Acting as an advisor under the Respect in the Workplace Program, the Manager promotes a respectful, safe and inclusive workplace culture.
