Reporting to the Deputy CAO (Corporate Services), the Manager of Human Resources Services provides strategic leadership of the Human Resources (HR) Division, a pivotal role responsible for cultivating the Town's organizational culture, strategic workforce planning and employee experience. As a trusted advisor to the Deputy CAO, Council and senior leadership, you play a critical role in aligning people-centered leadership with corporate priorities, fostering a culture of inclusion, accountability and innovation.

Act as a strategic advisor to the Deputy CAO, Council and senior leadership, ensuring alignment between HR initiatives with the Town's Strategic Plan and Council Priorities.
Lead the HR Division's strategy, ensuring programs and services support organizational goals, legislative compliance and service excellence.
Drive organizational culture initiatives, employee engagement, and change management strategies that promote collaboration, accountability and innovation.
Oversee wellness, health & safety, benefits, and attendance management programs to support a resilient and healthy workforce.
Guide labour and employee relations, including collective bargaining, investigations, and dispute resolution, ensuring fairness and consistency across the organization.
Oversee recruitment, compensation, and job evaluation frameworks to attract and retain top talent.
Lead employee engagement strategies to foster empowerment, accountability, and collaboration.
Act as a champion for the Town's Human Resources Management System (HRMS) to support learning, functionality and enhance user experience throughout the organization.
Maintain a high corporate profile, representing HR Services at Council, senior management, employee events, etc.
Support WSIB claims management including non-WSIB disability management and early and safe return to work (ESRW) program.
Advise on employee relations, talent acquisition, emerging labour issues and HR best practices to proactively mitigate risks, and establish Ajax as an employer of choice
Qualifications/Skills
University Degree in Human Resource Management, Public Administration or other applicable field OR Community College diploma plus a professional designation (Human Resources Designation i.e., Certified Human Resources Professional (CHRP), Certified Human Resources Leader (CHRL) or equivalent).
Minimum 9 years progressive experience in Human Resources with a proven track record of driving and implementing transformative organizational change.
At least 6 years progressive experience in labour relations and minimum 5 years of supervisory experience overseeing HR professionals.
Strong understanding of employment legislation (ESA, OHSA, Human Rights Code, etc.).
Skilled in policy development, investigations, bargaining, and grievance resolution.
Experience conducting workplace investigations.
Effective and empathetic communication skills with strong coaching, conflict resolution, and stakeholder engagement.
Proven project management, analytical thinking, and ability to manage sensitive issues.

Work Hours:
This is a non-union position that works a 35-hour work week. The hours of work are Monday to Friday from 8:30 a.m. to 4:30 p.m.
