As this community continues to grow and develop, we\'re excited to partner with the City of Mount Pearl in search of a Manager of Engineering Services to lead their team and drive excellence in municipal infrastructure development and maintenance.

The Manager of Engineering Services will be at the forefront of designing, planning, and executing innovative projects that enhance the city\'s infrastructure. Reporting to the Director of Planning, Engineering and Development, you will be responsible for overseeing the Engineering Department and team. You will play a pivotal role steering their operations and guiding strategic decisions by providing technical advice and recommendations to Council for work that combines in-house expertise, contactors, consultants and other service providers.

As the Manager of Engineering Services, your extensive knowledge and expertise in municipal engineering including project management is essential. You are a dynamic leader who values continuous improvement and teamwork. Your solutions-driven and results-oriented approach cultivates an environment that embraces opportunities and challenges, enabling all team members to contribute and grow while achieving quality, safety and service excellence. The ability to foster positive, professional working relationships with a diverse range of stakeholders is important to success in this role.

Responsibilities Will Encompass:

  • Leading and motivating a team of skilled engineers and technical professionals.
  • Creating an open and collaborative working environment that fosters new ideas, innovative solutions, and a commitment to safety and accountable quality, service delivery.
  • Developing strategic plans for infrastructure development, maintenance, and rehabilitation.
  • Collaborating with cross-functional departments to ensure seamless project delivery.
  • Managing capital projects from inception to completion, ensuring timelines and budgets are met.
  • Overseeing asset management, road maintenance, water and sewer systems, and other municipal services.
  • Developing and implementing risk management strategies and planning.
Skills and Qualifications
  • A Bachelor\'s degree in engineering or a related field.
  • Professional Engineer (P.Eng.) designation and registration with the Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL), or ability to obtain is required.
  • Demonstrated effective leadership skills and experience that includes mentoring, engaging, and motivating a team. Experience working within a unionized environment is an asset.
  • Strong capabilities as a collaborative team player.
  • Extensive experience in municipal engineering including strong project management skills and ability to design and oversee design of complex and varied infrastructure.
  • A visionary mindset and ability to implement innovative and sustainable solutions.
  • Strong communication and interpersonal skills to engage with stakeholders, council members, and the public.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Effective time management and organizational skills with an appreciation for attention to detail.
  • Ability to exercise good judgment and weigh various alternatives to make effective decisions on a timely basis, with a high level of confidence, and appropriate levels of consultation with others.
  • Proven ability to remain adaptable and navigate challenges with resilience and creativity.
  • Valid Class 5 driver\'s license or ability to obtain within the first three months of employment.
  • Ability to be insured and maintain insurability under the City\'s insurance policy.
