Qualifications:


Essential:




Completion of a post-secondary degree in business, law, management, public administration or experience in the administration of a quasi-judicial tribunal or regulatory scheme. An equivalent combination of related training and experience may be considered Diverse management and leadership skills with experience fostering diversity, coaching and resolving conflict through effective human resource management and performance management practices Excellent written communication skills with experience preparing a range of documents, including policy documents, detailed analytical reports, complex advisory materials, legislative interpretations, and submissions for senior and executive levels of the organization Experience with the interpretation, administration, implementation and review of complex legislation, rules and policies Experience leading the development, implementation and evaluation of modernization, innovation, and continuous improvement initiatives, projects, and events Experience managing a comprehensive regulatory regime where staff investigate, administer and enforce legislation and determine appropriate actions Experience planning, implementing, and managing inspection or audit programs Demonstrated experience overseeing and conducting complex investigations involving matters with multiple parties and requiring sound judgement, confidentiality and dispute resolution Excellent verbal communication skills with experience in public presentation and articulating complex ideas concisely and effectively to internal and external stakeholders General understanding of financial statements and financial numeracy Strong political acumen including the ability to use tact and diplomacy

Knowledge of adjudication using administrative justice in a quasi-judicial setting

Duties:


The Manager is accountable for oversight of the enforcement arm of the Branch, which operates within the policy and operational framework for the Department of Public Service Delivery and ensures the effective management of the enforcement and administration of the consumer protection statutes for which the Consumer Protection Office is responsible. The Manager ensures that the enforcement officers carry out their responsibilities in a fair and balanced manner, with a consistent approach to the administration of The Consumer Protection Act, The Business Practices Act, The Hearing Aid Act, The Personal Investigations Act, The Film and Video Classification and Distribution Act, The Cemeteries Act, The Funeral Directors and Embalmers Act, The Prearranged Funeral Services Act and Part III of The Mortgage Act, Reverse Mortgage Loans and their related regulations and acts in a manner that considers the rights and responsibilities of both consumers and businesses.
