Interior Community Services (ICS) is a non-profit organization dedicated to fostering inclusive, community-driven programs that support individuals in achieving their full potential. We are seeking a dynamic and experienced Manager of Community Living Programs to lead and oversee the operations of our Community Living BC (CLBC) programs.
ABOUT THE ROLE
As the Manager of Community Living Programs, you will play a pivotal role in executing the strategic vision of our CLBC programs, ensuring high-quality service delivery and strong team leadership.
Reporting to the Director of Community Living Services, this role works closely with the another Manager of Community Living Programs, sharing program oversight and workload responsibilities to ensure effective management and service delivery across all Community Living programs. Key responsibilities include:
Leadership & Team Managemento Lead and mentor Program Coordinators (PCs), fostering a collaborative and accountable work environment.
• Ensure adherence to policies, procedures, and case management best practices.
• Support recruitment, onboarding, professional development, and performance management.
• Champion a culture of inclusion, diversity, equity, and accessibility in leadership and program delivery practices.
Program Operations & Quality Assuranceo Ensure compliance with licensing requirements, accreditation standards, funding agreements, and organizational policies.
• Evaluate program effectiveness, identify areas for improvement, and implement enhancements.
• Oversee the intake and referral process in collaboration with CLBC, ensuring appropriate program placement.
• Maintain and improve Supported Homes, ensuring they meet agency and contractual requirements.
Financial & Resource Managemento Manage program budgets, ensuring financial alignment with operational needs.
• Assist in the development of annual budgets and prepare required reports for funders.
• Identify and secure resources to enhance program delivery.
Community Engagement & Strategic Planningo Represent ICS in community partnerships, professional networks, and stakeholder meetings.
• Take part in the strategic planning initiatives, identifying emerging needs and implementing program innovations.
• Participate in integrated case management and collaboration meetings to support community-driven solutions.

ABOUT THE IDEAL CANDIDATE
Education and Experience
• Bachelor's degree in human service/social work or relevant field
• Two years of leadership and supervisory experience in a community organization, managing teams, overseeing program delivery, and ensuring compliance with organizational policies and funding requirements.
• Or an equivalent combination of education, training or experience.
Skills, Knowledge, And Abilities
• Leadership & Team Management: Proven ability to lead, mentor, and support teams to achieve organizational goals, with experience in performance management and professional development.
• Program Management: Strong background in overseeing program operations, ensuring compliance, and implementing continuous service improvements based on client feedback and performance evaluations. Familiarity with accreditation standards (e.g., CARF) is an asset.
• Financial & Resource Management: Skilled in managing program budgets, allocating resources effectively, and helping prepare accurate financial reports in line with funding requirements.
• Community Engagement: Demonstrated ability to build and maintain strong, positive relationships with community partners, clients, and other interest holders to enhance program delivery and service quality.
• Communication: Excellent interpersonal and communication skills, including the ability to engage with diverse communities, staff, and external partners.
• Problem-Solving & Decision-Making: Ability to address complex situations with a solutions-oriented mindset, ensuring operational success and service improvements.
• Cultural Competency & Inclusivity: Committed to fostering an inclusive and respectful environment that values diversity, equity, and accessibility in all aspects of program delivery.
Job Requirements
• A valid BC Class 5 Driver's License
• A safe driving record
• Own reliable vehicle insured with Business Use/ $5 Million liability. (reimbursement for increased premiums is provided).
• Flexible availability including after-hours emergency on-call responsibilities on a rotational basis.
• Traveling between multiple program sites regularly
• Consent to Criminal Record Check with Vulnerable Sector Search
• Following training is required and provided to the successful candidate free of charge. Existing certification is an asset: CPR-C, Mandt (R), SafeTALK, Privacy and Information Sharing, Anti-Bullying, and Harassment.
LOCATION: Kamloops, BC
STATUS: Full-Time
HOURS of WORK: 40 hours per week
SCHEDULE: Monday to Friday, primarily daytime hours with flexibility to accommodate program and client needs. Includes participation in the after-hours emergency on-call rotation.
REPORTS TO: Director of Community Living Services
COMPENSATION: $75,264-$90,594 annually ($36.19 - $43.56 per hour)
