The Township of Uxbridge Legislative Services Department requires a Full Time Manager of By-law Services. Reporting to the Director of Legislative Services/Clerk/Deputy CAO, the Manager of By-law Services is responsible for the effective and efficient day to day operation, administration, and supervision of the By-law Services Department. This includes the Municipalities By-law Services and Animal Control Divisions, and the operation of the Uxbridge-Scugog Animal Shelter.

DUTIES AND RESPONSIBILITES:

  • Deals courteously and effectively with the public, staff, suppliers, contractors, other departments and levels of government.
  • Provides expedient and educated responses to By-law and Animal Control related inquiries and/or complaints. Adequately explains and articulates Township By-laws, policies, and procedures to direct reports, other departments, Senior Management, Council, outside agencies, and the public.
  • Reviews, revises, and drafts Municipal By-laws. Develops policies, protocols and procedures for Department. Ensures that all Township policies, practices, and guidelines are being adhered to in order to ensure that Municipal By-law enforcement is fair and consistent to all of the Township residents and businesses.
  • Generates reports for Committee and Council to make recommendations for new Municipal By-laws, By-law amendments, policies, or when directed by resolutions of Committee or Council. Co-ordinates the generation of any required presentations to Committee or Council.
  • Recruits, trains, coaches, and evaluates By-law Services and Animal Control staff. Directly supervises Municipal Law Enforcement Officers, Supervisor of Animal Control, Animal Control Officers, and Animal Care Attendants. Approves and/or prepares seasonal schedules for officers and approves use of lieu and vacation time.
  • Accompanies Officers on field inspections as deemed appropriate.
  • Acts as a staff resource for the Property Standards, Animal Control, and the New Animal Shelter of Uxbridge and Scugog Committees. Provides all training requirements for new members and annual refreshers as required.
  • Reviews and ensures accuracy of case evidence for legal files brought before the Provincial Offences Court. Administers the maintenance of the parking infraction databases including a cellular mobile technology-based parking permit system and all Provincial Offences Act processes relating to tickets issued.
  • Regularly liaises with the Township's Prosecutor on matters before the courts. Attends and give sworn evidence at required committee hearings, Landlord and Tenant Tribunal, Ontario Provincial Court, Superior Court, and Small Claims Court.
  • Responsible for the preparation of the annual operating and capital budgets for both the By-law Services and Animal Control Divisions. Responsible for the ongoing management and of all approved finances. Responsible for all capital purchases made by the Department.
  • Administers all facets of the Townships Business licensing. Responsible for the review, approval, and/or denial of permit and licence applications.
  • Responsible for the management of the Township of Uxbridge/Scugog Animal shelter facility which covers all related administration for two Municipalities (the Township of Uxbridge and the Township of Scugog). Manages the purchasing of equipment, supplies, repairs, daily cleaning and maintenance, animal health and welfare, licensing, and adoptions. Assures the shelter is operating in compliance with the applicable legislation of the Ministry of Agriculture and Rural Affairs.
  • Maintains confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  • Other duties as assigned.
QUALIFICATIONS AND EXPERIENCE: * 2-3-year Diploma in a Community College in the filed of Law Enforcement or posses the equivalent education and experience to the satisfaction the Director of Legislative Services/Clerk/Deputy CAO.
  • Certified Property Standards Officer through OAPSO and Certified Municipal Law Enforcement Officer through MLEOA considered an asset.
  • Completion of suitable training based on the Ministry of the Environment technical materials as administered by a qualified Acoustical Consultant and trainers to conduct noise assessments.
  • Defensive awareness, Bite Stick and Oleoresin Capsicum Spray Certification.
  • Minimum of five (5) years' experience in By-law Enforcement and regulatory work related to Municipal By-laws, and a minimum of two (2) years related supervisory experience.
  • Must be fully competent and educated on the provisions of applicable provincial legislation, including, but not limited to, the Building Code Act, Municipal Act, Provincial Offences Act, Planning Act, Dog Owners' Liability Act; and Pounds Act.
  • Basic understanding of animal health and maintenance requirements, as well as the ability to explain animal health related issues to a veterinarian and understand veterinarian instructions to protect the health of animals.
  • Proven fiscal management and analytical skills with the ability to prepare and manage annual operational and capital budgets and provide regular business reports to senior management.
  • Progressive staff management and highly developed interpersonal skills applied in recruiting, training, evaluating, coaching and team building.
  • Excellent conceptual, analytical, problem solving, organizational, communication, public relations/customer service, leadership and supervisory skills.
Core Hours: Monday to Friday 8:30 a.m. to 4:30 p.m.

The position may include some afternoons, evenings, weekends, Statutory Holidays and after hour calls out. A valid "G" Class Ontario Drivers Licence is required. Candidates will be required to submit a criminal reference check and driver's abstract as a condition of employment.

The Township of Uxbridge is prepared to offer the ideal candidate a competitive salary in the range of $78,748.78 to $92,103.13 along with a comprehensive employee benefit and pension plan.
