Reporting to the Director of Corporate Services/Clerk or designate, the Manager of By-law Enforcement is responsible for supervising Branch staff and managing the operations of the Branch, including administering, enforcing, advising on and interpreting regulatory by-laws and select provincial statues, attending and giving evidence in court proceedings, overseeing and administering business and other licenses, serving as an appointed Livestock Investigator and Fence Viewer, and recommending, developing and implementing policies, procedures, and by-laws. Additionally, the Manager of By-law Enforcement provides oversight of front-line enforcement, public education, and community relations activities.

Position Responsibilities:



Manage the operations of the Branch including directly supervising, coaching, mentoring and motivating staff. Accountable for recruitment and selection, plan work schedules, assign and monitor work, performance management, provide training and development opportunities, provide for a healthy and safe workplace, and interpret and apply employment legislation, human resources policies and the collective agreement. Review, assess, and report on departmental objectives and performance and devise and recommend strategies for performance enhancement Develop, manage, and administer the operating and capital budgets and business plans for the Branch, including forecasting staffing, equipment, materials, and supplies, and monitor and approve expenditures. Attend Committees, Council, and other meetings as necessary, prepare and present reports and recommendations, formal presentations, and respond to questions and inquiries as required. Administer, enforce, advise on and interpret regulatory by-laws and select provincial statutes. Resolve disputes, direct and perform site inspections, and promote education, public awareness, and voluntary compliance.

Qualifications and Experience:



Two (2) year post-secondary diploma or degree from an accredited college or university in Police Studies, law enforcement or related discipline, or equivalent. Certified as a Municipal Law Enforcement Officer with the Municipal Law Enforcement Officers Association of Ontario. Minimum five (5) years of progressive, related experience as a municipal law enforcement officer or police constable required, including at least four (4) years recent and relevant supervisory experience, or related experience in progressively responsible roles, in a unionized environment, preferably in a municipal setting. Strong judgement and reasoning skills to interpret and apply a variety of Municipal By-laws and Provincial legislation and regulations including during field inspections. Experience with developing and monitoring budgets. Experience developing and implementing procedures, policies, standards, or by-laws, an asset. Standard First Aid and CPR-C or willingness to become certified, an asset. Pleasure Craft Operator Card, or willingness to obtain, an asset. Good working knowledge of the Municipal Act, Provincial Offences Act, Highway Traffic Act, Fire Protection and Prevention Act, Dog Owners Liability Act, the Occupational Health and Safety Act, WHMIS 2015, and other Provincial Offences Statutes. Strong working knowledge of contemporary issues and techniques in law enforcement and municipal government. Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact, and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times. Excellent written and verbal communication, administrative, customer service, organizational, analytical, problem-solving, research and report writing, and time and project management skills. Excellent knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint and other database software, required. Ability to provide a current and acceptable vulnerable sector police record check. Possess the physical ability to perform the essential duties of the job. A valid Class "G" Ontario Driver's License in good standing with a current acceptable Driver's Abstract and a reliable vehicle to use on corporate business.
