Position Overview

The Occupational and Environmental Safety & Health Program at the WRHA is committed to a safe and healthy workplace for all employees, patients, visitors and contractors through Occupational Health (OH), Environmental Safety, Disability Case Management and Musculoskeletal Injury Prevention.

Occupational Health manages and administers an occupational health service within legal and professional parameters which may include: conducting health examinations; assessing the work environment; providing prevention strategies; providing health education and health promotion program; providing counselling interventions and programs; managing the data collection and information systems; conducting health surveillance program; assessment and follow-up of work related injury/illness; participating in return to work planning and monitoring of occupational illness/injury trends; developing education and wellness programs applicable to non occupational illness trends; program planning/coordination/delivery, policy development and cost-containment strategies.

Under the general supervision of the Director, Occupational and Environmental Safety & Health, the incumbent is responsible for: * General Management - Managing the designated Occupational Health and Disability Management functions for the WRHA and assigned Shared Health portfolios including the efficient utilization and management of human, material and financial resources employed in these operations. Providing leadership in the development, implementation, monitoring and evaluation of systems and goals.

  • Program Management - Developing, implementing and maintaining the Occupational Health and Disability Management programs for the WRHA and Shared Health. Researching current trends, demands, emerging issues and needs related to Occupational Health for the region and developing/implementing/modifying Occupational Health and Disability Management programs to meet those needs. Ensuring frequent stakeholder involvement, including but not limited to Human Resources, Labour Relations, and legal counsel.
  • Ensuring Compliance/Quality - With government regulations, accreditation standards, industry based safety association standards, and existing Federal and Provincial legislation or guidelines and standards in accordance with the goals and values of the WRHA.
  • Regional Initiatives - Functioning as a member of the management team of OESH with the concomitant authority, responsibility and accountability for decision making relevant to this position. Participating in regional/provincial initiatives as requested. Consulting with other disciplines within the OESH team.
  • Professional Development - Ensure program staff develop competency in all areas required of their specific roles and functions. This includes evaluating areas for potential growth, as well as learning plans to ensure a high level of knowledge, competence, and performance.
Experience
  • Five (5) years\' experience in an Occupational Health and Safety setting or equivalent experience required.
  • 5 years nursing experience to include three years of Occupational Health Nursing.
  • Experience in community health, ambulatory care, critical care or emergency nursing preferred.
  • Minimum 5 years\' experience managing an employer based disability management program.
  • Experience in project management, program planning, development and evaluation required.
  • Finance and budgeting experience an asset.
  • Experience in research and data analysis.
  • Previous experience in the development/assessment, planning, implementation and evaluation of programs, projects, and communication plans.
  • Experience in writing and editing a variety of communication documents, including web-based.
  • Strong working knowledge of the Manitoba Human Rights Code, specifically the Duty to Accommodate and the ability to apply it to workplace accommodations and return to work practices.
Education (Degree/Diploma/Certificate)
  • Baccalaureate degree in Nursing, required.
  • Occupational Health Nursing Certificate, required.
  • Canadian Certification in Occupational Health Nursing, preferred.
  • An equivalent combination of education and experience may be considered by the Winnipeg Regional Health Authority (WRHA).
SPECIAL TRAINING:
  • Human Resources Management training preferred.
  • Advanced preparation in Occupational Health and Safety required.
  • National Institute of Disability Management and Research certification (either CRTW or CDMP designation) required.
  • Computer knowledge and experience with basic database software applications an asset.
  • Formal management training preferred.
  • Extensive working knowledge of Occupational and Environmental Safety and Health policies/protocols/programs specific to:
  • Occupational Health Nursing including WRHA Immunization and Tuberculin Policy and Canadian Immunization Guide.
  • Disability case management, Workers Compensation Board of Manitoba programs and processes, long term disability benefits and plans.
  • Manitoba Workplace Health & Safety Act and regulations and applicable standards including Hearing Conservation Program.
  • Employee Assistance Program and Critical Incident Stress Management.
Certification/Licensure/Registration
  • As specified under Education and Special Training- current registration.

  • Knowledge of budgets and financial reporting systems.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
