We're currently seeking a
Manager of Mental Health Programs
to lead a dynamic, multidisciplinary team and oversee the strategic growth and daily operations of our mental health department. This is a senior leadership role with the opportunity to shape service delivery, guide partnerships, and build programs that support African, Caribbean, and Black (ACB) communities with compassion, equity, and excellence.

Your Role as the Manager:
The Manager of the Mental Health Program Department will lead the development, implementation, and optimization of an integrated mental health department, ensuring efficient service delivery, strategic partnerships, and sustainable program growth. This role requires strong systems thinking, operational excellence, and a commitment to equity-based and trauma-informed care. The ideal candidate will have deep knowledge of the challenges faced by African, Caribbean, and Black (ACB) individuals in mental health and addiction services, along with experience in leading multidisciplinary teams in high-intensity service environments.
Key Responsibilities:
Caseload and Service Management
Design and implement caseload management systems.
Establish and monitor service duration guidelines.
Develop transition protocols for care continuity.
Oversee waitlist management and capacity planning.
Create and maintain external referral networks.
Partnership Development
Lead partner engagement strategy.
Establish service integration protocols with community partners.
Develop formal partnership agreements.
Coordinate cross-organizational service delivery.
Manage partner-provided therapy services.
Strategic Planning & Quality Improvement
Guide department strategy aligned with the organization's mission.
Establish a service user advisory committee.
Lead evidence-based program development.
Design and implement monitoring and evaluation systems.
Oversee EMR optimization for mental health services.
Ensure compliance with anti-racism, equity, and accessibility policies.
Operational Excellence
Manage departmental budget and resource allocation.
Supervise clinical and administrative staff, including therapists, social workers, and peer support workers.
Provide mentorship, coaching, and support for staff in culturally competent and trauma-informed approaches.
Implement service targets and limits.
Ensure regulatory compliance with legislative frameworks (e.g., PHIPA, Mental Health Act, Consent & Capacity).
Develop risk assessment, crisis response, and duty-to-report protocols.
Qualifications and Experience
Master's degree in a mental health-related field.
Licensed mental health professional.
10+ years of clinical experience.
5+ years of management experience in mental health services.
Demonstrated success in systems implementation.
Experience with partner engagement and interagency collaboration.
Strong data analysis skills for performance monitoring and decision-making.
Lived experience and/or deep understanding of challenges faced by ACB individuals in mental health and addiction services.
Experience in community health settings and developing anti-oppressive, culturally affirming programs.
Strong understanding of systemic barriers, racial trauma, and historical healthcare mistrust in ACB communities.
Ability to advocate for policies and funding that promote equity and address health disparities.
Experience leading and supervising multidisciplinary teams.
Expertise in staff wellness, burnout prevention, and performance management in anti-racist and high-intensity environments.
Grant writing and funding application experience.
Proficiency in EMR systems and program evaluation using qualitative and quantitative methods.
Conflict resolution and crisis communication skills, particularly in diverse populations (ACB, LGBTQ+, newcomers).
Experience fostering psychologically safe, inclusive workplaces
