Job Summary





Reporting to the Director, Facility Operations, the Manager, Mechanical and Electrical Services is accountable for the leadership, direction and management of the mechanical and electrical operations, related equipment and systems in over 1.3 million square feet of building space at the 3 primary College campuses. The position is responsible for maintaining a safe, healthy and pleasant physical environment conducive to teaching and learning.



The position ensures the Mechanical and Electrical Services unit is operated efficiently, safely and in accordance with all College and Facility Services policies and procedures, and in compliance with all pertinent legislation, codes and standards. The position is responsible for human resources, finances, planning, development, and implementation of programs, contract management, and internal and external liaison for areas of accountability.


What you'll be doing:




Oversees the daily operations of the mechanical and electrical services unit, including environmental control, utilities consumption and the short-term and long-term maintenance of buildings and equipment by:




Directing the energy management programs at three campuses by balancing energy (natural gas and electrical) conservation with acceptable comfort levels for the occupants. Maintaining current knowledge of and applying federal, provincial and municipal regulations and reporting requirements relating to mechanical and electrical systems, fire alarms and suppression systems and the College's computer-controlled digital systems; ensuring the College's compliance. Ensuring compliance with Ontario's Climate Legislation. Provide leadership to position the College to meet or exceed the identified carbon reduction targets in Ontario. Directing the development of college-wide maintenance and operating needs, assessment instructions, methods and procedures, planning for scheduled and deferred maintenance projects, and maintenance activities on utility systems to provide a continuous supply of heat, electric power, gas, or air required for operations. Planning, scheduling, and implementing renovations to the facilities' mechanical and electrical infrastructure and building systems. Planning, developing and implementing new methods and procedures designed to improve operations, minimize operating costs and effect greater utilization of College resources. Managing environmental risks within the scope of control, including fuel storage and waste. Arranging for the disposal of surplus equipment and goods. Ensuring effective internal controls are implemented and maintained to safeguard the College's physical assets, including the proper utilization of the computerized maintenance management system. Developing relationships with the city and other government agencies for effective liaison on capital and operating issues. Provides expert technical advice to others, maintains deficiency lists, actively pursues energy conservation opportunities and manages the section budget.

Contributes to a safe and secure work environment by supervising the mechanical and electrical services activities within the context of the Department and College management system, and consistent with College strategic direction, policy, collective agreement and regulatory requirements by:




Providing leadership and direction to support staff: determining priorities, work assignments and staff schedules operating 24 hours per day, seven days per week. Ensures service levels provide efficient customer-friendly service to students, faculty and staff. Maintaining a high level of staff performance to meet the needs of the college community through effective management of staff, including hiring, training, performance planning, goal setting, performance management, and discipline. Advises and guides staff in resolving issues and problems; provides technical consultation and direction. Ensuring staff & contractor compliance with legislation and College policies and processes in Occupational Health & Safety, recommending and implementing improvements to minimize accidents and injury within budget and on time. Representing the Facility Services department at meetings and providing vacation coverage for other managers in the Facility Services department. Providing expert information to senior management on matters of physical facilities and properties, new facilities, physical accessibility, preventive and deferred maintenance on properties and equipment, environmental issues, including management of hazardous waste, building codes, fire codes, safety regulations and other government regulations related to College buildings, grounds and services. Contributing mechanical, energy and electrical services expertise to the development of capital project submissions for the College's long-term capital renewal and deferred maintenance. Preparing unit operating and capital budgets to achieve objectives through the efficient and effective allocation of resources; manages operating budget to forecast, monitor and report on expenditures accurately.

Responsible for contracts and ongoing relationships with third party suppliers through:




Researching and preparing contracts and specifications and negotiating and awarding contracts for building systems maintenance, service contracts and major equipment and mechanical and electrical systems repair and retrofit for energy efficiency and deferred maintenance, e.g. Contracts with suppliers of hydro power, natural gas, building systems maintenance, elevator maintenance, etc. Provides advice to the College community on issues relating to these and other contracts pertaining to strategic partnerships and funding proposals which have financial implications for the College, e.g. partnerships with other colleges and business partners (Hydro, Union Gas). Providing project management for major and minor construction contracts; monitoring standards for construction and operations of buildings; providing for inspection of construction work in progress. Directing the administration of design/construction project budgets, tracking of actual expenditures against budget and estimating future expenses to ensure projects are completed within budget and on time. Maintaining relationships with suppliers and ensuring the cost-effectiveness and value for money of contracts. Work closely with trades contractors to coordinate schedules and make changes to plans as needed. Act as a liaison between contractors and the project team to find effective, innovative solutions to challenges as they arise.

What you'll bring to the role:




A three-year diploma in engineering technology, facilities management or related field from an accredited/recognized post-secondary institution. Accreditation as a Certified Facilities Manager, LEED AP, Project Management Professional (PMP), Facilities Management Professional, or ASHRAE Membership would be an asset. Minimum 7 years of experience in the Building Systems Sector. Progressive experience in operating and maintaining building infrastructure, with a strong background in electrical and mechanical systems, energy efficiency and physical accessibility planning. Experience in the field of plant and systems operations, facilities management and/or construction. Supervisory and/or Management experience. Strategic physical resources planning policy and procedure development. Interpreting laws and regulations, providing advice as they relate to building codes, fire codes, safety regulations and other government regulations pertaining to College buildings and services, hazardous materials, energy conservation and safety issues, making changes to comply with regulatory changes as appropriate. The application of technology in the support of physical resources programs. Experience in the development and management of large, multi-million-dollar, complex resource allocations/budgets, including monitoring and control techniques, in a funding-challenged, service-oriented public institution. A thorough knowledge of applicable legislation, regulations, standards, principles, practices and Ministry policies affecting the college, ie. Program, WHMIS, Occupational Health and Safety Act, Building and Fire Code, Electrical Code, Electrical Safety Association, Technical Safety Standards Association, Elevating Device Act, Fuels compliance, Pressure Vessel Act, etc. Training in planning, design, construction, and utilization, plant engineering, environment control, utilities consumption, occupational health and safety matters, safety, and operational environmental sustainability. Demonstrated leadership and team-building skills. Strong interpersonal, relationship-building, and communication skills: ability to foster a collegial work environment. Ability to resolve staff as well as contractor conflicts. Capable of communicating with all levels of Trades and management personnel Sound analytical ability, effective decision-making, problem-solving, and negotiation skills. Ability to work effectively with a wide range of constituencies in a diverse organization. Project planning and management experience. Knowledgeable in the preparation and management of budgets. A proven ability to write policy and procedures. Sensitivity to multi-cultural environments and cross-cultural communication to successfully serve a diverse student, staff and public population. Demonstrated commitment and understanding of human rights, equity, diversity, inclusion, and accessibility. The ability to communicate and work effectively with diverse students, employees, and communities.
