About Our Opportunity


At DCS, we’re hiring a collaborative Manager of Licensing and Compliance for our Strategic Services Division. We are seeking an innovative leader with strong initiative to inform and create the Compliance Program for the Department and to lead the existing Licensing program.
The Manager is accountable for the effective operational, management, planning and delivery of DCS Licensing and Compliance programs; having a direct impact on how internal and external service providers are licensed including Homes for Children and DRP
In this role, you will have a significant impact on supporting our vulnerable Nova Scotians. Through your leadership, you aspire to shape the future of the population served by our many programs.

Primary Accountabilities


Our division is growing, our needs are changing, and as the Manager of Licensing and Compliance, you will bring vision and structure to the licensing program and creation of the compliance program. A large area of focus will be ensuring objectives and outcomes of programs are being met both internally and externally with our service providers. In addition to this, you will
  • Define, develop and deliver strategies in the creation of the compliance program
  • Mentor, coach, and monitor your team to ensure priorities and objectives are met and are in alignment with the Department’s and overall Government strategy.
  • Identify and mitigate risks through compliance functions and by providing interpretation of policies and legislation
  • Oversee licensing functions for licensed facilities
  • Provide leadership by utilizing a broad knowledge of policies, programs and legislation to establish collaborative relationships with a variety of stakeholders, and
Ensure the effective management of human and financial resources by setting and evaluating performance; promoting diversity, healthy workplaces, teamwork and individual development; and maintaining internal communications.

Qualifications and Experience


You have completed a university degree in a related field, combined with several years of successful leadership and experience at a supervisory/ managerial level. Previous experience with Licensing and/or compliance is considered an asset. Essential to your success in this role is your incredible people leadership skills. You create environments where teams are supported, inspired, and engaged across multiple locations and remotely. You have an ability to quickly understand a wide range of information from all program areas, consult across the various programs, identify needs and risk mitigation in the development of programs. You are a self-starter who takes projects from idea to scope and ensures resources necessary to achieve goals and objectives. You inform, coach, and provide recommendations and advice to your team while also enlisting the enthusiastic involvement of your staff in problem solving and the delivery of quality services. Your creativity and sound judgement is critical to effectively respond to complex, sensitive issues. Excellent verbal and written communication skills are required as you will be in continual contact with various departments, stakeholders, community service delivery agencies and related organizations. Equivalency


An equivalent combination of training, education and experience will be considered. Equivalencies include, but are not limited to:
  • A completed related Masters degree and several years experience

Working Conditions


This role is based in a comfortable office environment. You will be required to travel, as such a valid drivers license is required.
Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work and necessitates extremely flexible hours and frequent attention outside regular business hours. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience. Your decisions have a significant impact on the safety and well-being of both clients and staff requiring your ability to balance conflicting views with multiple stakeholders.

Additional Information


Our Head office is in Halifax, it is expected that you may have presence in Halifax as well as time in regional offices. Your worksite location will be determined at the time of offer negotiation and based on operational requirements. Pay Grade: EC 12 Salary Range: $3,458.20 - $4,322.75 Bi-Weekly
