General Purpose
The Library is extremely diverse and complex in terms of the various core functions it is responsible for and that are depended on by the entire University of Guelph community. The Manager, Library Human Resources and Administration is a human resources generalist, functioning as the departmental expert responsible for all human resources matters in a unit consisting of approximately 85 RFT staff across four different employee groups, which are covered by collective agreements including Librarians who are part of UGFA. In addition, the Library hires 60+ part time employees annually, many of whom are work study students.
Reporting to the Director, Administrative Services, the Manager will possess a thorough understanding of the importance of strategic and collaborative HR practices and partnerships. An excellent communicator and relationship-builder, the Manager understands that service excellence is delivered by employees who are both engaged and empowered. The Manager will bring to this role a broad background, with experience in, recruitment, onboarding, training and development, compensation and benefits, payroll, policy development, and a passion for growing, developing, and leading teams.
Duties and Responsibilities
Key responsibilities include: providing advice to the University Librarian, Associate University Librarians, team heads and managers with respect to human resources-related issues; liaising with the University's central Human Resources department to ensure departmental compliance with new and changing University initiatives; establishing departmental standards in line with human resources processes and practices; providing collective agreement and policy interpretation to management and staff in order to ensure consistency of practice with central HR; responding to departmental issues that have a human resources impact; all aspects of talent acquisition; creating departmental human resources-related documents; leading and carrying out special projects; managing the department's payroll and associated entitlements; and other associated duties. The manager will directly supervise a staff of three who are responsible for recruitment, payroll, policy, and administration for the Library.
Requirements
Requirements of the position include: an undergraduate degree in Human Resources (HR), or a related field and a CHRP or CHRM designation, together with several years of demonstrated progressive HR experience with increasing levels of responsibilities (e.g. supervising staff, projects, human resources salary and benefit management, performance management, and some budget experience). Experience working with Human Resource Management (HRMS) and Finance Systems within higher Education in a unionized environment. Candidates should demonstrate superior organizational, oral, and written communication, and listening skills, and should naturally exercise initiative, sound judgment, tact and diplomacy. Exceptional interpersonal, relationship and team building skills are vital in this position. The successful candidate must be adaptable, have strong conflict management skills, be able to coach and mentor others to succeed in their roles, and be an organized, creative thinker. This position requires the ability to seek understanding and respond accordingly, to impact and influence, and to get results. Excellent analytical skills and an advanced knowledge of Microsoft products, specifically Word, Excel, and PowerPoint, are required. Thriving in this environment demands a positive mindset and the flexibility to work autonomously or collaboratively.
Preferred Qualifications
Experience working with University of Guelph HRMS and Finance systems and University of Guelph Human Resources Policies and Procedures. Foundational knowledge and experience in inclusion, diversity, equity and accessibility (IEDA) best practices within Human Resources is considered an asset.

The target hiring salary for this position is minimum and up to 96% of midpoint for the salary grade.
