BC Emergency Health Services (BCEHS) is seeking a dedicated and experienced Manager, Leadership & Organizational Development (LD & OD). This an exciting new position within our Employee Experience team and will play a crucial part in supporting BCEHS\' commitment to culture transformation, working alongside a team of people professionals within the People, Culture, and Diversity portfolio.

Reporting to the Director, Culture & Leadership \xe2\x80\x93 together with your dyad partners in Employee Health and Wellbeing, Diversity, Equity and Inclusion (DEI) and in lockstep with our Manager of Recognition and Manager of Engagement and Retention \xe2\x80\x93 you will work closely with nearly 300 leaders at all levels to facilitate growth, engagement, and development throughout the organization. Your role will encompass diverse regions across the province, including rural, remote, and urban communities.

Bringing a caring, coaching mindset, you will partner with BCEHS leaders to uncover strengths, overcome challenges, and create opportunities for growth and change. Harnessing your broad skills in OD and LD, you will work closely with your clients to embed values, actions, and behaviors that align with culture transformation and BCEHS\xe2\x80\x99 People Plan and Strategic Plan.

What you\xe2\x80\x99ll do

Specifically, the Manager of LD & OD will support deliverables in BCEHS\xe2\x80\x99 new People Plan through a range of initiatives such as engagement, leadership training, coaching, mentorship, performance programs and succession planning. A trusted advisor for leaders at all levels, your team of advisors and specialists will deliver inclusive and impactful programs designed to support, develop, and retain BCEHS\xe2\x80\x99 talented workforce across the province.

High level accountabilities for this role include:

  • Provides leadership, advice and counsel on full-scope leadership and organizational development initiatives.
  • Leads and inspires an experienced team of specialists, coaches, facilitators, and coordinators.
  • Designs and delivers regular forums and meetings for leadership at all levels.
  • Develops and implements a comprehensive organization development strategy, including needs analysis, design, implementation, and evaluation.
  • Creates leadership development strategies and pathways to prepare individuals for current and future organizational needs; delivers new succession planning program.
  • Identifies skill and learning gaps through needs analysis and recommends solutions.
  • Manages and participates in the delivery of services such as workshops, focus groups, and development curriculum including active involvement in coaching, facilitation and development initiatives as required.
  • Collaborates with partners to create and enhance leadership development offerings.
  • Applies an LD/OD approach to identify and develop clients\xe2\x80\x99 capacity and excellence in the areas of LD and competency.
  • Supports leaders with performance conversations including goal setting and development.
  • Works with Director to deliver reports to measure progress and connect to overall KPIs, scorecards and dashboards.
What you bring
Qualifications:
  • Bachelor\xe2\x80\x99s degree in Human Resources, Organizational Development, or a related field supplemented by seven (7) to ten (10) years of progressively more senior experience including a minimum of three (3) years at a leadership level.
  • Professional coaching certification(s).
  • Training in group change methodologies.
  • Training or certification in DEI and/or trauma-informed practice is an asset.
Skills & Knowledge:
  • Experience in culture transformation and team development
  • Experience designing, implementing and managing leadership development programs and initiatives.
  • Strong understanding of Leadership and Organizational Development theories, models, best practices, consulting principles, and methodologies.
  • Advanced coaching, mentoring and facilitation skills.
  • Demonstrated experience with continuous improvement and HR best practices.
  • Proficiency in assessing and measuring intervention effectiveness.
  • Proficiency in organizational change and consultation.
  • Proficiency in assessing and measuring intervention effectiveness.
  • Superior relationship building skills from the inside out.
  • Ability to demonstrate the LEADS competencies, excellent communication skills with the ability to facilitate, negotiate, and influence others to achieve resolution.
  • Ability to coach, supervise and lead staff. Ability to establish courses of action for self and others that are results oriented.
  • Demonstrated leadership competencies including facilitating team effectiveness and team members\xe2\x80\x99 professional development.
  • Commitment to the value of continuous learning.
Indigenous Cultural Safety and Diversity
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, supported by significant knowledge of Canadian and Indigenous ideologies, including knowledge, and understanding of Indigenous cultural safety, cultural humility, Indigenous-specific racism and anti-racism.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission\xe2\x80\x99s 94 Calls to Action (2015), In Plain Site Report (2020), BC\'s Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.)
While BCEHS would consider a foundation in Indigenous cultural safety to be a strong asset for consideration, our commitment to enhancing Indigenous cultural safety includes providing all employees with access to resources and training programs in partnership with San\'yas Core Health Indigenous Cultural Safety Training and Anti-Indigenous Racism Response Training.

Salary Range: $102,938 - $147,974

The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience and would be in alignment with the provincial compensation reference plan.
