General Accountability


Reporting to the Director - Technology & Operations, the Manager – IT Platform Services is responsible for the daily direction and control of production support, maintenance, enhancement and development for Platforms. Responsibilities include planning and allocating staff and other resources assigned to this group; work scheduling; achieving commitments and complying with standards for the provision of timely and cost effective deliverables. This involves planning, scheduling and monitoring the section's activities, resources and budgets.

Key Job Functions


The Manager-IT Platform Services ensures the effectiveness of this group by:
  • Managing and maintaining enterprise level Platforms (Database [Oracle, SQL], Sharepoint, Office 365, Biztalk services, and Azure DevOps) for the commission
  • Providing a full range of production support, maintenance, configuration, enhancement, development services, and detailed plans and recommends policies for assigned Platforms;
  • Assisting in the development and realization of plans, budget and priorities to support the Platforms;
  • Providing detailed estimates of resources, cost, schedule and impact of various requests of plans for evaluation/inclusion into business cases;
  • Directing the allocation of resources within the group, motivating staff for effective teamwork, high standards, innovation, continuous improvement and foster top work quality and performance through an established resource allocation and change approval process;
  • Maintaining direct liaison with key users for daily issues related to maintenance and production support as well as other cross functional technical areas of ITS regarding architecture, standards, technical support needs;
  • Ensuring all systems development activities undertaken by this group adhere to technical and methods standards (with emphasis on satisfying audit requirements);
  • Managing staff rotation schedule to ensure that each service component of platform services is protected on a 7x24x365 requirements
  • Managing market research, feasibility studies, evaluation, testing and implementation of new hardware and software products.
  • Assisting in developing / evaluating the responses of RFPs and RFQs on the acquisition of hardware, software, appliances and professional services for the area. manages vendor financial, delivery and SLA adherence.
  • Leading platform services architecture development and management in coordination with other cross functional areas.
  • Ensuring that database and other platform services products meet security, performance, Disaster Recovery (DR) and availability requirements
  • Maintaining product licenses, annual maintenance renewal, support schedules and agreements.
  • Defining, planning and implementing tactical plans such as performance measures, capacity planning, high availability architecture and standards, and cyber security measures to protect enterprise data
  • Developing and administering state of good repair life cycle management for platforms
  • Ensuring business continuity and disaster planning for the enterprise system platforms is maintained and tested.
  • Negotiating and administering platform services support related provisions of SLA’s.
  • Conducting frequent cyber and DR drills to ensure the environment is prepared in case of an unforeseen incident
  • Monitoring and reporting on the progress of projects, support and performance measures for the group against plan and budget for the Director Technology & Operations;

Key Job Functions continued


  • Assisting in the preparation of the annual budget for Technology & Operations based on existing and forecasted needs for Platform support and maintenance, and monitoring the performance of the area by reviewing key indicators such as performance and budget, number of problem tickets resolved, and enhancement and development requests completed;
  • May manage Capital projects, which may have a significant impact on existing systems within the Manager’s portfolio.
  • Substituting for the Director Technology & Operations during periods of absence.
  • Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

Education and Experience


  • A University degree in a related discipline such as Computer Science, Engineering or Business, or the equivalent, combined with extensive directly related experience working at a technical Analyst and management level in a diverse information systems environment.
  • Requires extensive knowledge of Platforms (Database [Oracle, SQL], Sharepoint, Office 365, Biztalk services, and Azure DevOps), from methodology through detailed design, construction, implementation and production support.
  • Knowledge of project methodologies and variety of platforms, services and tools.

Additional Requirements


  • Must possess sound judgment; superior organizational, analytical and problem solving abilities, as well as developed interpersonal, verbal and written communication, facilitation and presentation skills.
  • Job requires seasoned, progressive experience at a senior professional and a project management working level, with a track record of success in all phases of the managing platform life cycle.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
