Job Summary
The Manager, Infrastructure Operations, is responsible for operational oversight of all access operations functions, along with the planning and oversight of operational projects and preventative maintenance programs. The role is responsible for developing, maintaining and implementing effective administrative and security processes and frameworks to ensure unit effectiveness and work performed is tied to departmental strategy and best practices. This position oversees a team of technicians, locksmiths and access coordinators responsible for installation and maintenance of security systems, training programs for users of the systems as well as the distribution and auditing of physical and digital access. This position is responsible for working collaboratively with UBC service units, leased space tenants, UBC Properties Trust and UBC IT.
Organizational Status
The Manager, Infrastructure Operations reports to the Senior Manager, Systems and Infrastructure and has oversight of the Access Technicians, Locksmiths and Access Coordinators. This position works closely with Campus Security leadership, interval partners, external consultants involved in various initiatives.
Work PerformedLeadershipPromotes and supports a positive culture, aligned to established values, while demonstrating a collaborative approach and high standard of service delivery. Coaches, mentors, and provides development opportunities for reporting staff. Ensures effective collaboration between Infrastructure Operations and all Security portfolio teams to enable effective, efficient and risk-based operations. Ensures effective collaboration with service unit and project management teams to ensure success with projects that are effective, efficient and risk-based in scope. Works closely with the Manager, Systems and Compliance to develop and implement sustainable and secure solutions for access system compliance Provides leadership and management of Head Technicians, Locksmiths and Access Coordinators and by extension, their operations teams. Responsible for recruitment and oversight of effective, efficient and risk-based work.
Operational Planning and OversightOversees the direction of Infrastructure Operations teams. Ensure effective workforce management, administration and resource planning to balance employee engagement, training and operational needs are sustainably met. Inform and support the development of the Systems and Infrastructure strategy and operating model. Participate in developing and implementing Infrastructure operating plans based on formal agreements (Service Level Agreements, MOU's, etc.) established with UBC internal and external partners. Maintains and communicates operational metrics to ensure effective operations
Service DeliveryPromotes and supports a positive, high-performance culture of Safety Operations at UBC, demonstrating a collaborative approach and high standard of service delivery. Partners with Campus Security leadership to implement, audit and evolve service delivery processes. Provide insights and support the development of standards for Infrastructure operations based on best practices, divisional strategy, and industry trends. Prioritizes Infrastructure operational projects and initiatives including planning and oversight of preventative maintenance programs. Oversees installation, administration and servicing of access systems. Oversees training programs for internal and external customer use of access systems Oversees audit program of access systems, services and products Ensures effective collaboration within the Infrastructure Operations team to support a seamless customer service experience. Perform all other duties as required.

Consequence of Error
The Manager, Infrastructure Operations requires a high degree of independence, judgement, and initiative. Errors in judgement and actions can have a direct impact on the secure access to campus and partner facilities including space governed by federal and/or provincial regulations. The incumbent is expected to use sound judgement to respond to frequently changing conditions and priorities, and to prioritize their work and assignments to their team accordingly. The incumbent must demonstrate exceptional leadership and relationship management skills in establishing Infrastructure Operations as a trusted, proactive, and responsive team. Poor execution of duties can lead to decreased productivity of operations, service failure, and the potential of impacting the culture, environment, and morale of staff within the unit.
Supervision Received
The Manager, Infrastructure Operations works independently, under the strategic guidance of the Senior Manager, Systems and Infrastructure.
Supervision Given
The Manager, Infrastructure Operations leads a team that manages all aspects of access operations within the Infrastructure and Systems portfolio. This position provides direct supervision to the Head Technician, Head Locksmith and Access Coordinators.
Minimum QualificationsUndergraduate degree in a related field. Minimum of five years of related job experience including at least one year in area of specialization or the equivalent combination of education and experience. Valid class 5 driver's license is required. Demonstrated success in leading a large operational service delivery team to a high standard of performance.

Preferred QualificationsProven experience managing and leading people, including leading leaders, specifically in a unionized or trades based environment. Knowledge of contemporary concepts, theories and best practices in public safety, security management and incident management, within post-secondary or large and complex environments preferred. Expert analytical skills, and ability to apply sound judgment and proactive communications in problem solving, evaluating courses of action, and making decisions on dynamic emergency, safety, and security matters. Demonstrated experience in program development and change management, demonstrating the ability to create and implement strategic initiatives effectively. Proven experience problem-solving and relationship building in a large and complex organization. Working at or closely aligned to senior executives is preferred. Willingness to respect diverse perspectives, including perspectives in conflict with one's own. Demonstrated commitment to enhancing one's own awareness, knowledge, and skills related to equity, diversity, and inclusion. Knowledge of University policies, procedures, governance, and administrative systems preferred. Ability to identify, obtain and effectively manage organizational resources (e.g., people, materials, assets, budgets). Ability to coach, mentor and develop reporting staff members. Effective oral and written communication, interpersonal, management, supervisory, leadership and organizational skills. Ability to exercise judgment, tact, discretion and diplomacy. * Ability to effectively use MS Office at an advanced level (e.g., Outlook, Word, Excel, PowerPoint, MS Teams, etc.).
