The City of Port Moody is seeking a Manager of Indigenous Relations to join our Community Services team. Reporting to the General Manager, Community Services, this two year temporary full-time position will manage the City\'s overall approach to Indigenous government relations; provide strategic direction and advice on Indigenous matters; and lead the City\'s response to the United Nations Declaration on the Rights of Indigenous People (UNDRIP). Working with Council, the Executive Leadership team, and staff, the Manager of Indigenous Relations will develop and implement city-wide initiatives on Indigenous matters, including supporting the Executive Leadership\'s Steering Committee overseeing development of Indigenous-related activities and facilitating the internal staff working group supporting Truth and Reconciliation efforts. While building positive relationships and dialogue with First Nations and the urban Indigenous population, including through existing engagement on projects, interests, and processes, this position will develop a long-term Indigenous Relations Strategy in collaboration with First Nations. The Manager of Indigenous Relations will coordinate a training needs assessment for Council and staff, facilitate relevant First Nation cultural awareness and training, and work to communicate and foster a better corporate understanding of Indigenous history and culture, intergovernmental issues and processes, and strategic partnership opportunities across the organization. The successful candidate should offer a university degree in Indigenous Studies, public policy or related discipline (graduate degree preferred) and a minimum of five years of diverse professional experience in engagement and communication with Indigenous communities. An equivalent combination of education, training, and lived experience, including experience working with diverse Indigenous communities, will also be considered. Basic qualifications should also include:

  • Thorough knowledge of the United Nations Declaration of the Rights of Indigenous People, BC Declaration on the Rights of Indigenous Peoples Act and the Truth and Reconciliation Commission of Canada Calls to Action
  • Significant experience advising and working with senior-level executive teams and elected officials
  • Demonstrated skill in fostering excellent working relationships with a wide variety internal and external groups in complex day-to-day business and emergent and time sensitive issues
  • Experience managing multiple programs or projects that entail advancing reconciliation with Indigenous communities, strategic review, strategies development and implementation.
  • Leadership experience including local government experience integrating programs/policies at the senior leadership level
  • Direct experience working with regulatory bodies, municipal governments or other levels of government
  • Experience in project management, public consultation, engagement and facilitation
  • Research experience including undertaking research and writing of reports, strategies, and expertise
  • Experience managing change and leading the development and implementation of plans, projects, and committees
  • Experience with staff development and work planning as a supervisor
  • Experience with municipal operations, property management and capital project delivery
