The Indigenous, Local, and Global Health (ILGH) Office is seeking an innovative and collaborative Program Manager with experience promoting and supporting Indigenous health programs and activities to address social and health inequities. The Program Manager, Indigenous Health networks and builds respectful, reciprocal relationships between the Cumming School of Medicine (CSM) and Indigenous communities, fostering skills and attitudes among faculty and staff that promote respect, address health inequities, and value human difference.
Reporting to the Assistant Dean, IHD the Program Manager supports and implements the following strategic priorities of the CSM: expanding our institutional capacity to innovate and learn together with partners and community and institutionalize community and partner-driven priorities through meaningful and reciprocal engagement. The Program Manager explores and builds partnerships, working with CSM leadership and all relevant and interested UC units to identify opportunities that build community, nurture successful knowledge exchange and expands purposeful and sustainable outcomes-focused relationships to address identified health priorities.
Summary of Key Responsibilities

Build and Maintain Partnerships:
Responsible to lead and advise the overall management and growth of partnerships that build and expand the ILGH portfolio, with responsibility to broadly conceptualize and manage opportunities that advance objectives and create capacity and long-term sustainability for program support
Work collaboratively with various CSM stakeholders to pursue partnerships and exchanges to identify and pursue grant opportunities in support of new program initiatives and research that focus on health inequities, ILGH strategy and other CSM priorities
Coordinate with the Associate Dean, ILGH, and Assistant Dean, Indigenous, and the Director, Indigenous Health Education for reporting on partnerships to ensure that activities are effectively integrated with university strategies, program development and growth, and sustainability planning
Coordinate and lead proposal submissions, writing narratives, securing partner support, and ensuring that proposal budgets support scope and deliverables. Work cross-functionally to understand and secure expertise to draw valuable information to support proposal development
Develop annual progress reports and other new ones established to be submitted to funding agencies following the guidelines established for each
Program Management:
Drafts proposals for external applications and pursue funding opportunities that support ILGH priorities
Develops and implements project management policies, programs and systems to support program initiatives
Produce project work plans, schedules, project estimates, resource plans, and status reports on a regular basis
Develop and manage positive relationships with internal and external stakeholders and partners
Ensure objectives and project milestones are achieved within the established timeline, budget and scope
Responsible for early detection of issues that could impede advancing along the critical path for the project
Provide guidance and support to stakeholders and partners
Collect data and assemble progress reports to provide regular updates to ILGH Leadership
Coordinate, document, and oversee regular team meetings and monitor activities
Work with the Assistant Dean and Director to review highly confidential financial information, draft proposal budgets and identify resource needs to support new initiatives and programs
Staff Management:
Coordinate support for Indigenous Health programs and initiatives, communicating with ILGH managers to secure program support from ILGH staff with other primary assignments. Proactively determine staffing needs, resolving conflicts for program deliverables and priorities
Supervise and coordinates daily activities of IH staff. Provides clear direction in response to changing dynamics, considering different options and associated risk
Responsible for resolving highly confidential human resources matters including conflict/personal issues with team members, contract/salary matters, and approvals
Proactively determines staffing needs including the creation of job profiles and hiring, mentoring and annual performance reviews
Qualifications / Requirements:
Bachelor's Degree in a related field: project management, and/or health related
5-7 years management experience in development and project management preferably in an academic setting. Additional years of experience is considered an asset
A resourceful self-starter who possesses sound judgment, versatility and creativity, and basic quantitative and qualitative analytical skills
Strong leadership, problem-solving, and planning and organization skills
An effective relationship builder, with good listening skills and a clear and articulate communication style
Excellent understanding of the culture, procedures and policies of higher education; preference for those with knowledge of CSM
Experience managing a project team and knowledge of human resources processes including recruitment, retention, coaching and performance management
Relevant financial experience, including oversight of project budgets
Previous project manager experience with mastery of critical project management skills and results-based management, including proposal development; start-up and implementation plans; work planning and progress assessment; personnel and budget management; contractual compliance; and client relationships
Prior experience working in cross-cultural settings including work in capacity-building (i.e. senior trainer/mentor)
Strong team work as well as time management skills are required, and the ability to work by distance and independently
Experience managing in a unionized environment
