We are seeking a highly skilled and strategic Human Resources Manager to lead our HR initiatives and support organizational growth. The ideal candidate will possess extensive experience in municipal human resources management, talent acquisition, employee relations, and program management. This role requires a proactive leader capable of implementing change management strategies. The Human Resources Manager will play a pivotal role in fostering a positive work environment, ensuring compliance, and driving continuous process improvement.
Duties
Develop and execute comprehensive HR strategies aligned with organizational goals.
Lead talent acquisition efforts through effective recruiting.
Manage onboarding, training & development programs to enhance employee skills and engagement.
Oversee employee relations to maintain a positive workplace culture and resolve conflicts efficiently.
Conduct data analysis to identify trends related to employee performance, retention, and engagement metrics.
Facilitate performance management processes including appraisals, feedback sessions, and succession planning.
Lead change management initiatives to support organizational transformations smoothly.
Ensure compliance with employment laws and regulations through policy development and enforcement.
Supervise HR team members providing guidance on human resources practices and professional development.
Manage budgeting for HR programs and initiatives while ensuring cost-effective solutions.
Prepare presentations for leadership on HR metrics, program outcomes, and strategic initiatives.
Qualifications
Legally authorized to work in Canada
Degree in Human Resources
5 (five) + years proven experience in human resources management with supervisory responsibilities.
CPHR designation
Experience in a unionized environment, including Collective Agreement bargaining and administration
Municipal experience
Expertise in talent acquisition strategies including recruiting techniques and sourcing methods.
Demonstrated ability in change management, program management, process improvement, and data analysis skills.
Excellent communication skills with the ability to present complex information clearly to diverse audiences.
Proficient in conflict resolution.
Familiarity with training & development programs as well as budgeting processes within HR functions.
