Manager, Human Resources (14-Month Term)
Regina, Saskatchewan
The Manager, Human Resources plays a central leadership role within the Regina Airport Authority for a 14 month term, guiding the strategy, programs and practices that support a high performing, engaged and compliant workplace. This position oversees the full scope of Human Resources functions including labour relations, benefit plan administration, employee engagement, policy development, human resource planning, organizational development and recruitment. The role also provides general support in areas that contribute to day to day office operations.
The Manager, Human Resources ensures the organization's practices align with Federal, Provincial and Municipal labour legislation and is a key advisor to the President and CEO on human resource and labour related matters. This leader builds strong relationships across all working groups and plays a vital role in maintaining a constructive, collaborative environment that supports the organization's mission and values.
As the Manager, Human Resources, you will:

  • Promote a culture of safety and accountability while ensuring all activities align with corporate policies, practices and values.
  • Support emergency response requirements by ensuring appropriate procedures and communication methods are followed when needed.
  • Provide leadership and strategic direction in all aspects of Human Resources including recruitment, employee development, performance management and succession planning.
  • Advise the President and CEO on matters related to selection, promotion, job evaluation, labour relations, contract negotiations and organizational planning.
  • Lead the development, review and continuous improvement of HR policies and procedures to ensure alignment with Federal, Provincial and Municipal employment legislation.
  • Maintain current awareness of HR trends, best practices and regulatory changes to ensure proactive organizational readiness.
  • Oversee employee benefit program administration and provide guidance to leadership and employees on program components and entitlements.
  • Support organization wide employee engagement initiatives and identify factors affecting morale, retention, workplace culture, absenteeism and productivity.
  • Prepare and oversee the Human Resources annual budget in partnership with the President and CEO.
  • Participate in arbitration proceedings and lead efforts to address grievances and labour relations matters.
You and Your Experience:
  • Post secondary education in Human Resource Management.
  • Several years of progressive experience in Human Resources. A combination of education and experience will be considered.
  • Strong communication, relationship building and organizational skills with the ability to influence and support leaders across the organization.
  • Proven ability to lead and motivate teams within a collaborative, transparent and respectful environment.
  • Strong analytical and critical thinking skills with the ability to assess information, identify trends and provide thoughtful recommendations.
  • Demonstrated experience with core HR functions including talent management, succession planning and labour relations.
  • Proven effectiveness in a unionized environment with exposure to grievance resolution and contract interpretation.
  • Strong technical skills including proficiency with Microsoft applications.
  • Comprehensive knowledge of relevant legislation including the Canada Labour Code, the Canadian Human Rights Act and the Personal Information Protection and Electronic Documents Act.
