Home and Community Care Support Services Erie St. Clair has a need for a Manager, Human Resources \xe2\x80\x93 Payroll and Benefits as described below. Home and Community Care Support Services Erie St. Clair is committed to supporting healthcare in a manner that is consistent with patient and family centred care. This position also requires a high degree of attention to detail and excellent time management skills. Preference will be given to candidates who are proficient in both official languages. The position may be located at any three of our sites (Chatham, Sarnia or Windsor) within Home and Community Care Support Services Erie St. Clair and will be supporting home and community care deliverables in collaboration with our hospital partners. The Manager, Human Resources \xe2\x80\x93 Payroll and Benefits may be required to work virtually and in office based on the needs of the organization and travel may be required between the sites of Home and Community Care Support Services Erie St. Clair.

What will you do?
  • Supervise a team of Payroll and Benefits Specialists and a team of Schedulers
  • Instructs staff of their responsibilities, conducts performance evaluations
  • Ensure the timely, accurate processing of total compensation in the organization through leadership of various activities
  • Ensure all staff are informed of all revisions and changes to benefits and pension coverage
  • Organize sessions for employees with benefit providers and carriers to discuss changes to group coverage or resolve individual situations as necessary
  • Administer WSIB invoicing process, ensuring compliance with legislative requirements
  • Ensures the timely and accurate scheduling of staff within the organization, in alignment with collective agreement language and staffing needs, through leadership of various activities
  • Maintain accurate information in HRIS (Quadrant), collaborating and consulting with other geographies to ensure standard practices for data management align with best practice.
  • Prepare all monthly, bi-monthly and year-end reports, including vacation, sick leave and lieu time, seniority, headcount and FTE reports
  • Lead regular reporting processes
  • Produce regular and ad hoc reports for use by managers, HR/OD, the Board and/or provincial bodies, as needed
  • Act as a resource to staff and assist them with change initiatives such as automation and process improvements etc.
  • Promote constructive and collaborative working relationships through professionalism and positive promotion of HCCSS ESC both internally and externally
  • Participate in quality initiatives, including gathering and analyzing information, providing recommendations and supporting organizational rollout for payroll, benefits and scheduling processes
  • Interpretation and application of multiple collective agreements
  • Maintain current knowledge of all relevant legislation
  • Other duties as assigned
What You Must Have?
  • A university degree in Business Administration, Human Resources, or another related field, or an equivalent combination of training and experience.
  • Payroll Compliance Practitioner (PCP) designation required
  • 5-7 years progressively responsible experience in payroll and benefits in a unionized environment of multiple collective agreements
  • Advanced knowledge of payroll requirements, including CRA payroll rules, year-end reporting, EHT, WSIB, etc.
  • Good understanding of HCCSS benefits plan, providers and HOOPP
  • Knowledge of HCCSS collective agreement entitlements, as well as related legislation, such as Employment Standards Act
  • Previous experience in generating reports from HRIS systems (Quadrant preferred)
  • Proven data manipulation and analysis skills using Excel.
  • Healthcare experience would be an asset
  • Excellent listening skills and an adaptive style of managing
  • Excellent written and oral communication skills. Proficiency in French language is an asset
  • Must be able to manage virtual teams

What do I need to know?

STARTING DATE: As soon as possible

POSITION STATUS: Permanent Full-Time

HOURS OF WORK: 37.5 hours per week (Flexible hours)

SALARY RANGE: Commensurate with qualifications and experience

This position currently is a hybrid work model with the expectation of being able to attend on site as required. This is subject to change as determined by HCCSS ESC.
