$115,852 - $123,247 per annum (compensation also includes a comprehensive benefits package (including extended health and dental, life insurance, health care spending account), participation in the OMERS pension plan, competitive vacation and sick leave)

Job Overview: The Manager, Human Resources, Employee Support and Wellness reports to the Superintendent of Education, Human Resources to provide vision and leadership related to the strategic plan for employee wellness, attendance support, WSIB claims management, and disability management. This role ensures board compliance with legal obligations, including relevant legislation such as the Human Rights Code , Accessibility for Ontarians with Disabilities Act , and Occupational Health and Safety Act , as well as collective agreements and/or terms and conditions of employment.







Key Responsibilities:



Employee Wellness Strategy

Develop and execute a comprehensive Employee Wellness Strategy aligned with the School Board's goals, focusing on health promotion, illness prevention, and proactive mental health support. Direct the overall strategy for employee wellness, disability, and occupational health and safety programs, ensuring compliance and positive employee outcomes. Lead the planning and management of employee well-being programs, providing expert problem-solving and support to school administrators, unions, and staff in complex attendance situations. Oversee and manage the Employee Assistance Program (EAP), ensuring effective utilization and program quality.




Case and Disability Management:

Manage and coordinate complex short-term and long-term disability claims processes, acting as the primary liaison with insurance providers, employees, and healthcare professionals. Lead the development and implementation of effective Return-to-Work (RTW) and accommodation plans in compliance with the Accessibility for Ontarians with Disabilities Act (AODA) and Human Rights legislation. Provide oversight for the management of Workplace Safety and Insurance Board Claims

Attendance Management:

Design, implement, and monitor a consistent and fair Attendance Management Program across the Board. Provide expert advice and coaching to supervisors and principals on managing employee attendance and performance issues related to health. Oversee data management of the Wellness and Attendance Support System, analyzing attendance data in order to identify and monitor the common causes of absenteeism.

Support and Consulting:

Provide confidential support, coaching, and consultation to employees and management on sensitive personal or work-related issues, referring to appropriate resources as necessary. Oversee Occupational Health and Safety teams to integrate wellness initiatives with workplace safety programs.

Policy and Compliance:

Maintain current knowledge of best practices, legislation (e.g., Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act), and collective agreements related to employee health, wellness, and attendance. Ensure all programs and processes are compliant and equitable. Provide advice and consultation regarding the application of HR policies, collective agreements, etc, in collaboration with the HR leadership team. Establish, monitor, and enforce protocols for the confidentiality and security of all employee personal and medical records, ensuring alignment with applicable legislation.

Leadership and Reporting:

Analyze strategic plan and ROI data to identify high-impact areas for improvement and implement targeted initiatives across HR functions. Manage the budget and resources for the Employee Support and Wellness. Prepare regular reports and metrics on program effectiveness, attendance trends, and disability management outcomes for Senior Administration. Manage all liaison activities with School Boards' Co-operative Inc. (SBCI) related to insurance programs and Workplace Safety and Insurance Board (WSIB) claims. Directly manage the Wellness & Disability Management Officer and the Health & Safety Officer. Ensure all their programming, daily activities, and goals are fully aligned with the broader objectives of the Wellness and Employee Support portfolio. In consultation with the Supervisor of Payroll Manager of Business Services, provide indirect supervision and oversight for employee benefit programs. Contribute as a member of the Human Resources Leadership team to the advancement of the department's vision and strategic plan. Perform other duties as assigned.

Qualifications:



Minimum post-secondary degree in Human Resources with preference given to a Certified Disability Management Professional/Certified Human Resources Professional, completed or in progress. Minimum of six to eight years progressive management experience, with a significant focus on employee relations, disability management, and corporate wellness program development, preferably within a large, multi-unionized environment. Knowledge of policies and procedures, relevant legislation, statutory requirements and Ministry guidelines. Demonstrated leadership, diplomacy, initiative, innovation, interpersonal and problem solving skills. Excellent oral and written communication skills with proven ability to effectively communicate with internal and external partners. Proven success working under pressure while managing multiple priorities. Satisfactory Vulnerable Sector Background check.
