Niagara Health is seeking a highly experienced project management professional to work with us as we transform the way we deliver care through advancements in technology, specifically with the implementation of a modern Hospital Information System (HIS).

Reporting to the Project Director HIS, the Manager, HIS Project Control Office (PCO Manager) is accountable for overseeing and maintaining the integrated project schedule and budget, in addition to managing the integrated issue, risk and decision logs to support the successful execution of the HIS project. They will work with the Senior Financial Advisor on creating financial reports and with Human Resources to coordinate resource/hiring requirements during the project. The PCO Manager will be responsible for regular progress reporting, in addition to facilitating huddles with leads from each project area to update project plans, flag risks/issues and identify cross-stream dependencies/impacts.
They will lead a team of Project Managers, Business System Analysts, and Project Coordinators, to be deployed across all project work streams as required. The PCO Manager will work very closely with the HIS project leadership and project team members and should have advanced stakeholder management and facilitation skills, as well as possess exceptional team building and team management skills.

The PCO Manager will play a key role in ensuring the successful implementation of the HIS. The successful candidate will ensure project objectives for initiatives are met by developing and implementing project management strategies & plans.

POSITION RESPONSIBILITIES:
o Apply extensive project management knowledge and expertise (project planning, implementation, evaluation, risk assessment, benefits realization).
o Demonstrate resilience and ability to persevere in difficult situations, overcome obstacles, and reach high levels of performance when faced with stressful work situations and time pressures.
o Monitor and communicate overall project progress through control tools such as schedule management, budget management and resource management that are provided through status reports, presentations, risk, issue, action and decision logs as well as meeting minutes
o Provide advanced risk management by consulting with various levels of the organization to document risks and issues and organizational impacts as well as identifying resolution options to present to leadership for decisions.
o Work closely with the HIS leadership team to evaluate and prioritize project priorities.
o Influence key project stakeholders to help set expectations, impact decisions, and achieve desired project outcomes.
o Demonstrate exceptional interpersonal skills, including teamwork, facilitation, coaching, negotiation, and conflict resolution skills.
o Create a team culture that emphasizes quality, continuous improvement, employee development and high performance.
o Anticipate and analyze risks and issues, explore alternatives, develop appropriate recommendations with project and technical teams and present issue to leadership
o Understand and communicate issues clearly, both verbally and through written communications
o Manage project budget including tracking and reporting including forecast, actuals and variance management.
o Lead recruitment, hiring, performance management, and ongoing leadership of approximately 8-12 staff. This number may increase leading up to and post go live.

QUALIFICATIONS:
o 8-10 years advanced project management experience or equivalent in a large enterprise environment required
o 5+ years\' experience managing other project managers and/or team leads is required
o Project Management Professional (PMP) certification is required
o Must have extensive practical experience and knowledge with techniques for planning, organizing, and monitoring multiple projects simultaneously.
o Other certification (PgMP, Lean/Six-Sigma Black Belt, ITIL, IIBA, and Change Management) is an asset.
o Experience leading and successfully implementing clinical transformation projects in a healthcare setting and/or complex technical implementations (integration, infrastructure, devices) an asset
o Demonstrated ability to handle a large and diversified workload with often rapidly changing priorities and challenging deadlines.
o College Diploma or University degree specializing in business, IT, project management or a health related field preferred.
o Familiarity with healthcare information systems, interfaces, HL7, ITIL, and/or enterprise architecture an asset
o Experience with Microsoft Suite including MS Project and SharePoint
