To provide leadership in the development and implementation of Toronto Public Health policies and strategies to reduce health inequities in the city, and to provide strategic advice and executive-level support to the Medical Officer of Health, Senior Management Team and the Board of Health on health equity and inclusion.
Job Responsibilities:

• Develops and implements detailed plans and recommends policies regarding program specific requirements. Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
• Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
• Leads a team to build internal capacity so that Toronto Public Health programs and services are equitable and inclusive of Toronto's diverse populations.
• Supports the Senior Management Team in building a city-wide agenda to reduce health inequities. Initiates, implements and evaluates systems to ensure Toronto Public Health is compliant with provincial mandatory health equity and Indigenous health guidelines, as well as City Council and Board of Health directives.
• Provides strategic advice to the Senior Management Team on achieving health equity and Indigenous health excellence. Supports the Senior Management Team in effective decision making as it relates to health equity and Indigenous health.
• Provides strategic issues management related to equity and Indigenous health. Advises the Senior Management Team of actual or anticipated problems. Communicates with relevant stakeholders, offers consultative advice on high profile health equity and Indigenous health issues, and formulates appropriate responses.
• Supports the Senior Management Team by initiating, building and maintaining strong partnerships to advance a city-wide health equity agenda. Brokers relationships between Toronto Public Health and corporate offices/divisions, various orders of government, health sector partners, Indigenous service providers, and partners in other sectors.
• Develops presentations, reports and briefing notes on topics related to health equity and Indigenous health.
• Analyses and advises the Senior Management Team on impacts of social, health, economic and administrative policy changes at all levels as they relate to the social determinants of health. Supports the development of strong policies and advocacy positions for Toronto Public Health and the Board of Health related to social justice and health equity.
• Leads the development and implementation Strategic Plan priorities on health equity and Indigenous health for Toronto Public Health. Supports Toronto Public Health strategic and service planning processes to align with health equity and Indigenous health goals.
• Leads/coordinates/advises the development and implementation of strategic health equity and Indigenous health projects and reports by working with directors and managers in various directorates.
• Supports Toronto Public Health programs and staff to improve Indigenous cultural competency/humility and equity-competency, and makes recommendations for equity-based service planning, delivery and evaluation.
• Ensures the development and implementation of effective education, communications and change management to achieve health equity related objectives, processes and programs.
• Conducts and facilitates health equity research by considering developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Provides key information and analysis, draws conclusions and makes recommendations which support effective divisional decision making in equitable programs, policies and city-wide health equity and Indigenous health strategies.
• Supports health equity an Indigenous health data governance and surveillance efforts. Monitors data to identify systemic barriers and recommend evidence-based solutions.
• Monitors community health and social indicators and identifies emerging issues and priorities in the external environment that could impact on community health needs and/or service delivery pressures and uses this information to assist in the establishment of public health interventions that reduce health inequities in Toronto and improve the health of the whole population.
• Leads/assists in the development of health equity and Indigenous health performance measures and tools for the needs of Toronto Public Health.
• Deals with confidential and sensitive information affecting Toronto Public Health operations, assets and resources.
• Directs and reviews the preparation of staff reports to ensure accuracy and that policy recommendations contained within are evidence based, defensible and feasible. Supports staff in scientific publication and presentation/dissemination activities.

Key Qualifications

• Post-secondary education in a professional discipline relevant to the job function or an equivalent combination of education and experience.
• Experience in leading and developing health equity and Indigenous health programs in a large public sector organization(s).
• Experience in community engagement and relationship-building with Indigenous communities.
• Experience in public policy development, program planning and evaluation, and project management.
• Experience in leading staff and the ability to maintain positive staff relations.
• Excellent strategic thinking skills in addition to research, analytical and conflict resolution skills.
• Ability to manage advisory and consultation processes involving councilors, staff, external partners and community members; including the ability to maintain effective working relationships.
• Highly developed interpersonal and communications skills, written and oral, and negotiation skills at all organizational levels.
• Highly developed sense of discretion, judgement, and political acumen to deal with sensitive and confidential issues.
• Knowledge of Ontario Public Health Standards and Public Health Competencies.
• Knowledge of collective agreements, City guidelines, policies applicable statutes, municipal by-laws, and relevant legislation.
• Ability to anticipate change and influence others in responding to change.
• Commitment to the principles of social justice.

A Qualified List of candidates will be established for the Manager Health Equity position in the Public Health Division and will be in effect for 24 months from the date the list is created.
