About Our Opportunity

As the Manager, Financial Advisory Services, you will be responsible for providing financial advice and direction across all branches of the Department of Education and Early Childhood Development (EECD). You will be responsible for the overall budget and forecast process for EECD, including the financial management of the tangible capital assets (TCA) program. You will be responsible for the preparation of accurate and timely financial information to meet budget, forecast, and financial reporting requirements, to meet client requirements as needed, and to provide budget assistance and financial planning advice and analysis.

As the Manager, Financial Advisory Services, you will report to the Director, Financial Advisory Services.

Primary Accountabilities

  • Responsible for the monthly forecast process (both operating and capital), including supporting staff in the completion of forecast submission documents; communication with cost center managers to assist with the forecast process; and communicating and explaining forecasts and variances to senior management and Treasury Board Office.
  • Manages the budget process for EECD, including the development of the operating, capital and revenue budget documents; briefing management throughout the budget process; preparing the estimates briefing book; and assisting at estimates debates.
  • Coordinates and monitors month-end and year-end accounting processes, including monthly general ledger account reconciliations; preparation, reconciliation, and submission of working papers for year-end audit requirements and schedules for annual financial audit; and evaluates and prepares accruals and other adjusting or closing entries.
  • Regularly provides financial analysis and advice on a variety of projects throughout the department.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\'s degree in business administration or commerce along with a professional accounting designation (CPA, CA, CMA, CGA), and a minimum of 5 years of management and supervisory experience. An acceptable equivalent combination of training and experience may be considered.

As the ideal candidate, you have exceptional time management skills with a strong attention to detail to provide timely and accurate financial information while managing multiple projects and priorities, and proven ability to exercise sound judgement. You have a strong client service orientation and a demonstrated ability to work collaboratively in a complex operating environment. You are proficient with Microsoft suite of services (Excel in particular). You are self-motivated, confident, and capable of performing under pressure. You can work both independently and within a team environment, and have the ability to work collaboratively with all levels of management, staff and other stakeholder groups. You possess excellent organizational, interpersonal, and communication (verbal and written) skills, particularly as they relate to the communication and interpretation of financial results to non-financial program staff. You possess strong analytical skills, and experience with budgeting and forecasting.

While not required, it is considered an asset if you are proficient with the Corporate Financial Management (SAP) System and Salary Analysis System (SAS).

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade: EC 12

Salary Range: $3,561.95 - $4,452.43 Bi-Weekly
