The Manager, Finance is responsible for the day-to-day financial operations and internal controls supporting the pension and benefit plans under administration, which collectively represent a $10 billion financial operation. Reporting to the Corporate Controller, the Manager, Finance plays a key leadership role in maintaining the integrity of financial systems, ensuring compliance with legislative and regulatory requirements, and producing timely and accurate financial reporting for all Plans.
This position manages a team of two (2) employees, ensuring effective delegation, oversight, and professional development within the Finance department. The Manager, Finance is a key resource to the Corporate Controller, CFO, and other senior management by providing financial analysis, identifying process improvements, and supporting strategic initiatives that strengthen the financial control environment and operational efficiency.
Key Duties and Responsibilities:
Financial Reporting and Analysis
Prepare quarterly internal financial statements and annual audited financial statements (including all supporting notes and working papers) for the Winnipeg Civic Employees' Pension Plan (WCEPP) and the Winnipeg Police Pension Plan (WPPP).
Ensure the accuracy, completeness, and timely maintenance of the general ledgers and related financial records for both the WCEPP and WPPP.
Maintain compliance of all financial reporting with Canadian accounting standards for pension and benefit plans (GAAP), with complete and accurate disclosures and supporting analyses.
Prepare and file all required government and tax filings for both Plans.
Provide detailed financial analysis and variance reporting to management, the Corporate Controller, and the CFO, offering insights to support decision-making and risk management.
Internal Controls and Compliance
In collaboration with the Corporate Controller, identify internal control deficiencies and recommend improvements to prevent potential fraud and error.
Maintain and strengthen the financial control framework for the Plans, ensuring the accuracy, completeness, and timely maintenance of the general ledgers and related financial records.
Ensure compliance with the Pension Benefits Act, the Income Tax Act, Trust Agreements, and Plan By-laws.
Investment Accounting and Reconciliation
Perform analytical and oversee investment reconciliation procedures internally and with the custodian, ensuring accurate recording of investment transactions, revenues, gains/losses, management fees, and related expenses across approximately 50 external manager portfolios.
Support the calculation of monthly investment rates of return for both Plans and coordinate with the CIO's office on investment-related reporting.
Verify investment manager fee calculations and oversee reconciliations between internal systems and the custodian.
Cash Management and Payment Oversight
Authorize wire payments and co-sign cheques as a designated signing authority.
Oversee member payment processing, payroll journal entries, and compliance with contribution limits and taxation requirements.
Monitor bank reconciliations and cash flow to ensure adequate liquidity for plan operations.
Process Board staff payroll changes, run payroll and prepare JE for general ledger system. Also, assist Corporate Controller in preparing the salary variance analysis on a quarterly basis, and at year end.
Calculate cost-of-living increments and various interests for input into the pension administration system, additional voluntary contribution limits and pension maximums.
Staff Management
Manage and mentor a team of one professional and one clerical staff, ensuring high standards of performance, accuracy, and accountability.
Delegate and monitor workload to ensure deadlines are met and professional development opportunities are provided.
Foster a culture of professionalism, collaboration, and continuous improvement within the Finance team.
Budgeting and Administrative Support
Assist the Corporate Controller with the preparation of the annual administration and capital budgets for all benefit plans.
Support the preparation of the financial information included in the Annual Report to Members and other Board materials.
Participate in the development and implementation of financial policies, procedures, and process improvements.
Stakeholder Engagement and Strategic Support
Liaise with auditors, investment managers, actuaries, and internal stakeholders to ensure the accuracy and transparency of financial data.
Collaborate with IT and other departments to support system enhancements and ensure data integrity across integrated systems.
Contribute to cross-functional projects that improve organizational efficiency, data quality, and member service delivery.
Assist the Corporate Controller with preparing the annual administration and capital budgets for all benefit plans, the financial information for the Annual Report to Members for both Pension Plans and policies and procedures for all Finance positions.
Qualifications and Technical Competencies:
Education and work experience requirements including a professional accounting designation CPA (CA, CGA, CMA) in good standing and completion of a Bachelor's degree in Accounting, Commerce, Business Administration or a related discipline.
5-7 years of related experience, preferably working with pension and benefit plans.
Demonstrated experience in maintaining a complete set of accounting records, including general ledger, monthly accruals and periodic financial statements.
Strong analytical and problem-solving, and financial reporting skills with the ability to interpret complex accounting, financial and statistical reports are required, including knowledge of present value concepts.
In-depth understanding of accounting systems, internal controls, and compliance requirements within a regulatory framework.
Working knowledge of investment accounting, financial markets, and valuation principles is desirable.
Proven supervisory experience in a unionized or professional environment, with the ability to motivate, coach, and develop staff.
Independent self-starter with sound judgment, capable of managing multiple priorities under tight timelines.
Ability to communicate effectively, both orally and in writing, with a wide range of people, including Senior Management, Auditors, Investment Managers, Plan Members and the Custodian.
Demonstrated ability to handle confidential information with discretion and integrity.
Commitment to continuous learning and maintaining up-to-date knowledge in pension, benefits, and accounting standards including the Plans' Trust Agreements, By-laws, the Pension Benefits Act (Manitoba) and relevant sections of the Income Tax Act.
