Job Description

Under the direction of the Director, Parks & Facility Services, the Manager, Facility Operations is responsible for the management and implementation of the work and the achievement of the objectives within Facility Services Business Unit. This position is responsible for the management and general operation and maintenance of Town-owned facilities, greening initiatives as well as energy management and preventative management.

Post-secondary diploma in Recreation Facility Management or Facilities Management certification such as Certified Recreation Facilities Professional (CRFP) or Facility Management Professional (FMP)or related equivalent plus progressive, directly related experience, at a managerial level, preferably in a municipal environment. Proven experience of building systems, including HVAC, electrical, plumbing, life safety, and various control and computerized systems. Refrigeration "B" License from the Technical Standards & Safety Authority (TSSA) and certified pool operator from the National Swimming Pool Foundation (NSPF) preferred. Class "G" Driver's License in good standing and reliable vehicle for use on corporate business. Due to the responsibilities of this position a Police Record & Judicial Matters Check satisfactory to the Town is required.

Knowledge/Skills Required




Progressively responsible experience at a senior supervisory level in a unionized environment. Significant demonstrated facility management experience in a public sector environment. Strong customer service orientation, interpersonal, consultative, negotiation, mediation, problem solving, presentation skills and organizational skills. Excellent verbal and written communication skills. Ability to deal effectively with Council, staff, other departments/levels of government, contractors, architects, community groups/organizations, program participants, facility users, and the general public. Thorough knowledge of budget preparation, forecasting and management. Proven experience of building systems, including HVAC, electrical, plumbing, life safety, pool operations, and various control and computerized systems. Knowledge of project management principles and practices including knowledge of building construction, methods, and costing, mechanical, electrical and maintenance practices, together with good knowledge of the Ontario Building Code, Engineering standards and specifications within various trades. Proficient in the use of MS Office (e.g. Word, Excel, PowerPoint and Outlook). Project Manager Professional (PMP) designations is an asset. Knowledge of and ability to operate a variety of facility equipment including ice edgers, forklift and ice re-surfacers. Knowledge of and ability to operate and direct repairs to ice-making/plant systems, pool filtration systems, energy management systems, mechanical-electrical and air conditioning systems. Demonstrated knowledge of Ministry of Health Regulations, appropriate Technical Standard Safety Authority Regulations, Electrical Safety Authority requirements, Ministry of Environment chemical and environmental standards, and the Ontario Building Code Demonstrated ability to read and interpret architects' drawings and related technical documents. Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act as well as the Employment Standards Act. * Available to work flexible hours as may be required for evening meetings, facility supervision and/or special events.
