Overview:

The E&PA and Land manager manages the environmental, land and public affairs operations of the Quebec Aggregates and Ready-mix sites and the Montreal-East slag terminal to advance Lafarge\xe2\x80\x99s sustainability objectives, build strong relationships with the plants\xe2\x80\x99 stakeholders and manage a robust environmental compliance program. Reporting to the ECAN Head, Sustainability, Environment & Public Affairs, with a dotted line with the ECAN Land Director, this position optimizes environmental and sustainability practices through all aspects of the plant\xe2\x80\x99s operations including government and internal reporting, stakeholder relationship management, policy advocacy with government, environmental management system coordination and land management activities. The position supports the development of a culture focused on excellent and effective environmental management, sustainability, and robust stakeholder engagement in Quebec. Responsibilities:


Vision and Strategy

  • With the EPA team, work on the established strategic roadmap to advanced sustainability built on best practices, innovation, brand positioning and product portfolio development.
  • Under this strategy, support working groups in the development of internal procedures and focused action plans that contribute to the ECAN sustainability strategy.
  • Engage and inspire internal partners to drive these sustainability objectives and priorities; regularly align on the sustainability plan and ongoing course corrections to be executed by the business teams.

Systems & KPIs
  • Lead performance tracking in all aspects of the Quebec sustainability (ESG, CSR, and social license) initiatives including preparing Lafarge Quebec\'s content for the annual Sustainability Report that highlights our progress and performance against approved sustainability goals and commitments.
  • Manage compliance reporting, and internal and external verification audits
  • Establish targets and objectives for this team that are aligned with business needs and deliver results

People Development & Coaching
  • Develop team skillset to ensure excellence (and a competitive advantage) in applications for approvals, licenses or permits to meet business needs
  • Work with Communications and other segments and business units to identify, develop and implement opportunities to engage and inspire employees and external stakeholders to achieve Sustainability ambitions and develop the engagement strategy for the sustainability journey in Quebec and Eastern Canada.

Strategic Partnerships, Innovation
  • Lead the E&PA aspects of the growth of the use of recycled aggregates, including the lobbying efforts for regulatory changes in Quebec and in establishing protocols in order to facilitate the reuse of recycled aggregates across the province.
  • Lead the E&PA aspects of the growth of the Product & Solutions operations, including the growth of excess soils market in Quebec, in terms of strategy, environmental compliance and land and environment permitting and licensing.
  • Follow the established strategy to identify and drive involvement for external engagement and partnerships to promote the Quebec and ECAN business advancement and sustainability journey, including associations, initiatives, forums and conferences to further ECAN Sustainability goals
  • Support the local team in providing internal advisory services to businesses and functions on how emerging sustainability issues and opportunities impact their bottom line.

Public Affairs & Social License
  • Monitor and Apprise operational teams of any changes to government regulation, policies and programs which may create opportunities or challenge business imperatives.
  • Engage regulatory bodies and support Quebec and ECAN executives through position papers and policy advocacy that support our sustainability strategy.
  • Ensure compliance with lobbying laws and internal Compliance Directives.
  • Represent Lafarge in Quebec on various external associations, partnerships and working groups, including sharing key learnings and practices with internal partners
  • Provide strategic guidance to local team for volunteering hours, donations, sponsorships, and associations. Report and track the data to ensure optimal use of funds for maximum business benefits and in compliance with Directives.
  • Develop stakeholder plans and consultation strategies to earn social license

Environmental Management System & Permitting
  • Manage permitting projects including managing environmental consultants, prepare documentation for approvals, including license or permit applications, for new or existing operations.
  • Manage environmental compliance program for Quebec, including identifying improvement opportunities, assisting operations in identifying and managing capital projects related to site environmental upgrades and provide guidance on operational challenges
  • Act as strong advocate in the local market for environmental excellence, sustainability results, and the use of modern management system (\xe2\x80\x9cEarthCare\xe2\x80\x9d).
  • With the environment team conduct periodic environmental scans of emerging climate change, environmental, social and governance issues and changes to guide the ongoing evolution of our sustainability strategy.
  • Manage with the EPA team and sponsor the implementation of a modern, professional Environmental Management System (EMS, \xe2\x80\x9cEarthCare\xe2\x80\x9d).
  • Strengthen a \xe2\x80\x9czero tolerance for non-compliance\xe2\x80\x9d culture in the functional teams, and business units

Safety
  • Ensure a strong health and safety culture in the team
  • Liaise with ECAN and Group Health, Safety and Environmental on Environmental policy, tracking and action plans including audits, regulatory changes, and internal policy changes

  • Advancement and measurement of ECAN Sustainability ambitions in climate, water, biodiversity, circular economy, and people and communities
  • Managing community relations in conjunction with the Plants\xe2\x80\x99 Managers.
  • Effective, strategic, and strong social license across all product lines
  • Development and leveraging of partnerships and relationships to advance business performance
Dimensions
  • The position reports to the Head of Sustainability, Environment and Public Affairs, ECAN with a dotted line with the ECAN Land Director, including directly managing one environmental professional and possible COOP students.
  • Metrics include: # environmental incidents, # licenses obtained, Sustainability KPIs, #boots on the ground interactions.


Qualifications:

  • A graduate degree in a relevant field of study (Sustainability, Environment, Engineering, Earth Science) with a post-graduate degree considered a strong asset
  • 5 years of progressive experience in managing environmental compliance and corporate sustainability initiatives, experience in the building materials sector is a strong asset.
  • Strong knowledge of municipal, provincial environmental regulation, understanding of emissions reporting (GHG/greenhouse gas protocol), water management, circular economy principles and ESG and CSR best practices
  • Excellent analytical and communication skills and a strong ability to inspire
  • You are results oriented with excellent organizational skills
  • Proven strategy/planning leadership across diverse stakeholder groups
  • Excellent people leadership skills, both with direct reports and with peers and indirect reports
  • Outstanding ability to influence leaders and colleagues across the enterprise
  • Outstanding written communication and presentation skills
