Main Purpose and Function
This is an operational management position providing direct leadership and management of the technical and administrative activities of the Electrical Inspections Branch within the Building and Trades Inspections Division in the Development, Buildings and Licensing Department. This position holds statutory and technical decision-making authority under the Vancouver Electrical By-Law, Vancouver Building By-law and the Provincial Safety Standards Act.
The position manages the technical and administrative priorities of a team of the Electrical Inspections team. The Manager administers the requirements of a variety of by-laws aimed at ensuring compliance with City bylaws to persons who live, work and visit the City of Vancouver. The Manager has the authority, delegated by the Chief Building Official, to exercise technical decision-making authority under the provisions of the Vancouver Electrical By-law and the Vancouver Building By-law administered by the Branch including determination of enforcement approaches while providing direct supervision of inspectors. This position is required to develop and implement a strategic approach to the deployment and optimization of Electrical Inspections resources, to align with City priorities and emerging trends.
Specific Duties/Responsibilities

• Leads, plans, organizes and reviews the daily work activities of an assistant manager, approximately twenty inspectors, a training Inspector, three plan reviewers and clerical staff charged with ensuring compliance with the Vancouver Building By-law, as well as the Zoning and Development, Standards of Maintenance, Licensing and Sign By-law
• Exercises independent judgement to interpret and ensure compliance with the Vancouver Electrical By-law and Vancouver Building By-law Supports City departments in the development and implementation of city initiatives related to customer service and by-law compliance
• Supports City departments in the development and implementation of city initiatives related to customer service and by-law compliance
• Exercises independent judgement analyses and approves requests for deviations to by-laws administered by the Branch
• Establishes, develops and adheres to departmental Standard Operating Procedures to ensure the consistent delivery of services and bylaw interpretation as well as inspectorsxe2x80x99 safety
• Recruits, hires and performs performance management functions
• Attends grievance hearings, interprets and administers the collective agreement and handles all disciplinary matters related to staff reporting to this position
• Regularly reviews policies, procedures and regulations related to the administration of by-laws regulated by the Branch and assists the Assistant Director with identifying and implementing necessary by-law updates to reflect the changing external environment
• Assists the Director, Building and Trade Inspections with the development and implementation of policies aimed at ensuring consistency of inspection outcomes and excellent customer service
• Meets with external stakeholders including engineers, owners, contractors, tradespeople and architects to discuss and resolve various problems, to investigate and report complaints, and to provide advice and interpretation of relevant by-laws, standards, and procedures related to the Branchxe2x80x99s work
• Makes presentations to City Council and Senior Leadership teams
• Represents the Branch and City on various internal and external regulatory technical and advisory committees
• Provides evidence in court when violations of city regulations are being processed
• Recommends and leads the development of staff training programs to ensure optimal technical and administrative knowledge of staff reporting to this position
• Ensures that technology is used effectively and strategically to optimize the productivity and improve the quality of the work of the property use inspection team
• Actively participates and contributes to the Tactical Team, a multi-departmental group that coordinates responses to problem premises and provides recommendations to resolve complex enforcement and compliance issues impacting a variety of stakeholders
• Actively participates in Code Committee to provide input on significant Vancouver Electrical and Building By-laws and Canadian Electrical Code interpretations
• Represents the City on various internal and external regulatory and advisory committees.
• Ensures adherence to the departmental staffing budget, allocates the training budget and ensures cost recovery for out of hours inspection services
• Remains on-call after hours to respond to emergency requests for service from VPD and VFRS and to manage departmental response to a variety of emergency situations
• Maintains up to date training in Rapid Damage Assessment, Incident Command System and other emergency response standards relevant to the branchxe2x80x99s responsibilities under the Cityxe2x80x99s Post-Disaster Building Assessment Plan
• Maintains Emergency Operations Centre training and is a member of VanTeams
• May act as an Acting Director, Building and Trades Inspectors in the Assistant Directorxe2x80x99s absence
• Other duties/responsibilities as assigned

Minimum Qualification Requirements
Education and Experience:

• Bachelorxe2x80x99s degree in engineering or related, supplemented with management training, and a minimum of ten years of experience working in a leadership role within the construction industry, as well as some experience in the public sector, or an equivalent combination of education, training and experience
• Electrical Trades Qualification or a Field Safety Rep xe2x80x98Axe2x80x99 classification - Master Electrician Designation required
• Licensed Electrical Safety Officer, as appointed by the Provincial Authority
• Experience delivering service in a demanding environment, with competing priorities, requiring ongoing reassessment of alignment of services with the strategic needs of the organization
• Experience managing multi-stakeholder projects which require delivery under demanding timeframes and conditions
• Experience working as part of a multi-disciplinary team in the development and implementation of various programs and initiatives

Knowledge, Skills and Abilities:

• Extensive knowledge of the Vancouver Electrical By-law and Vancouver Building By-law
• Thorough knowledge of relevant electrical and building installation practices
• Thorough knowledge of approved electrical and building related materials and appliances
• Thorough knowledge of departmental regulations and policies for by-law enforcement
• Working knowledge of Zoning and Development, Sign, Standards of Maintenance and Licensing By-laws
• Ability to plan, organize and manage the activities of the Branch
• Ability to handle confidential and/or sensitive information with a high degree of discretion and impartially
• Ability to provide leadership, including developing support for City-wide policy and procedures
• Ability to establish excellent working relationships with contractors, engineers and owners, and to give expert advice on building related problems and related matters
• Ability to enforce by-laws and regulations with firmness, impartiality and sound judgement
• Ability to implement and maintain safety standards throughout the City within the resources of the Branch
• Ability to prepare detailed reports on the operation and activities of the branch
• Ability to establish and maintain positive working relationships with staff, representatives of other inspections disciplines and other civic departments
• Ability to read and understand plans and to recognize the technical requirements in regard to various installations, and to suggest desirable changes when necessary
• Ability to work well within a team environment
• Ability to participate in the development of records utilized to monitor the activities of the branch and to manage the information produced
• Ability to thrive under pressure and handle multiple tasks and changing priorities within tight time frames
• Ability to represent the City on various internal and external regulatory and advisory committees
• Ability to foster a respectful and inclusive work place for employees reporting to this position

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
