The Manager Decision Support will provide leadership to an enterprise-wide decision support framework within the organization that will provide the Hospital with the appropriate tools, evidence, and knowledge to optimize effective administrative and clinical decision-making. The Manager will establish goals and objectives, plan program expansions, and create a vision for the Decision Support department. The Manager will plan, prepare, interpret, present, and distribute resource utilization, performance, productivity, and program service impact data in support of patient care analysis, resource utilization/allocation, and corporate decision-making.




RESPONSIBILITIES:



Operations Planning


Prepare the department's annual budget (capital and operating), monthly variance reports, and developing short and long-term operational plans for the department Support the Hospital's implementation and development of a business performance management program and utilization management program Implement department goals and objectives related to corporate strategic outcomes

Program Planning and Clinical Utilization Management


Responsible for monitoring, analyzing, and interpreting trends in utilization, quality, and productivity indicators by ensuring that processes and methodologies are in place to track accurate and meaningful data Responsible for overseeing the provision of performance, utilization, and analytical data to care teams, other internal clients such as department heads across the hospital, and committees including Utilization Resource Management committee, Quality Council, Mortality Review committee, etc. Responsible for overseeing the provision of appropriate information support regarding patient activity, resource requirements and other impacts of proposed changes in clinical programs and the Medical Planning Committee.

Performance Measurement


Responsible for developing and implementing a standardized reporting format to provide clear information and data to clinical and managerial stakeholders. Assist in the collection, interpretation and reporting of broad scope of information related to all clinical programs (market share, demographic, clinical, quality, financial, workload measurement and utilization) Assist in the development and reporting of data required to support performance review of the organization, including the True North KPIs/cascading Monthly Scorecards.

Operations Management


Provide leadership to the Decision Support Responsible for monitoring, reviewing, and managing daily operations to ensure each department is appropriately and effectively meeting the needs of internal administrative clients, health care providers, and patients. Responsible for developing, reviewing and revising departmental policies and procedures. Ensure current documentation is available to staff. Responsible for ensuring that the team's productivity targets and data submission deadlines are met.

Human Resource Management


Responsible for coordinating the recruitment, selection and training of staff, as well as providing leadership, direction, coaching performance appraisals and support to staff. Responsible for coordinating the training of new staff/students for the hospital. Responsible for completing performance evaluations and attendance support of staff across portfolio.

REQUIREMENTS:


Undergraduate degree in a health-related discipline, epidemiology, a quantitative social science, or commensurate level of experience in lieu of formal education Three (3) to Five (5) years Manager / Supervisory experience, preferably in a healthcare environment Working knowledge of hospital systems Superior analytical skills as well as expertise in business intelligence, utilization management, continuous performance improvement (e.g. LEAN), and patient care processes Knowledge of hospital reporting requirements
