Closing Date: 05/12/2024Job SummaryReporting directly to the Manager Compliance & Enforcement, the successful candidate will assume full responsibility for managing all facets of the By-Law Enforcement and Licensing section, overseeing a team of supervisory, administrative, and frontline Municipal Law Enforcement Officers.Duties and Responsibilities

  • Supervise and direct the activities of Municipal Law Enforcement Officers, ensuring adherence to over 30 By-Laws including Zoning, Property Standards, and Noise Control.
  • Manage the Business Licensing Unit, , to ensure the delivery of exceptional service in licensing trades, fixed locations, and charity gaming.
  • Develop and execute detailed plans, reports, and policy recommendations for senior management, standing committees, and council members.
  • Present fact-based reports to council, employing persuasion skills to achieve desired outcomes.
  • Oversee supervisors to deliver daily operations of assigned staff, including workload distribution, performance evaluation, and management of vacation and overtime requests.
  • Develop and administer the annual budget for the unit, ensuring adherence to financial guidelines and contributing to the divisional budget development.
  • Ensure compliance of license and permit holders with by-law requirements, financial obligations, and operating agreements.
  • Implement compliance and quality assurance frameworks through regular reviews, audits, and surveys.
  • Collaborate with external stakeholders and relevant city divisions to address service concerns and ensure program compliance within a politically sensitive environment.
  • Conduct risk assessments of applicants and develop risk management plans in coordination with internal and external partners.
  • Develop proactive enforcement plans, implement operations, and plan and execute incident management delivery.
  • Resolve complex complaints and concerns, providing recommendations to the Mayor and/or Members of Council.
  • Prepare annual work plans aligned with Service Area Business Plans, incorporating key compliance and licensing initiatives.
  • Represent the division in meetings and initiatives with other divisions, service providers, and government bodies.
  • Maintain accuracy, security, and integrity of database information.
  • Support strategic divisional and corporate initiatives as needed.
Skills and Qualifications
  • Must have a post-secondary education, preferably in Public Administration, Business Administration, Law Enforcement, or related fields. Equivalent experience may be considered.
  • Minimum of 5 years of progressive experience, including at least five years of management or supervisory experience in a public sector, enforcement and/or operational environment.
  • Proven ability to lead diverse teams, emphasizing innovation, collaboration, transparency, and accountability.
  • Excellent writing skills for preparing detailed business proposals and corporate reports.
  • Extensive experience in managing licensing processes and administration, including application, issuance, renewal, and appeals.
  • Proficiency in financial analysis and reporting, budget development, expenditure forecasting, and interpreting financial reports.
  • Strong knowledge of relevant by-laws and government legislation, with the ability to interpret complex language.
  • Effective communication and persuasion skills to advise elected officials, stakeholders, and the public.
  • Superior critical thinking and decision-making abilities, with an innovative and outcome-oriented approach.
  • Flexibility to manage multiple tasks in a fast-paced environment with shifting priorities.
  • Advanced computer skills in Microsoft Word, Excel, and PowerPoint. Knowledge of SAP and workflow management systems is an asset.
Hourly Rate/Salary: $ 109,154.00 - $ 145,540.00
