Reporting to the Director of Human Resources, the Manager is accountable for the administration of the recall process for Temporary and Casual staff in Eastern Urban zone for Acute Care, Community Health (Eastern Avalon), and Long-Term Care (Nursing and Support Services) in accordance to the collective agreement language for AAHP, CUPE-HS, NAPE-HP, NAPE-HS, NAPE-LX, RNUNL.The Manager will work closely with NL Health Services\'s Clinical Efficiency team and Healthstream partners to transition to centralized organizational staffing and scheduling framework, enhanced by the new workforce management and integrated capacity management systems.The Manager is also responsible for managing the day-to-day operations of the Central Staffing offices. This position establishes best practices, quality and lean processes, and policies designed to ensure consistently high performance of the offices.Job Qualifications
Education
An undergraduate Commerce/Business Degree with Specialization in human resource management or a degree in a health-related discipline (i.e. nursing, allied health) with considerable staffing/ scheduling in a unionized health care environment is required.
Master\'s degree in the area of Health Administration, Employment Relations, Business Administration or equivalent would be an asset.
Certification as a Chartered Professional in Human Resources (CPHR) would be an asset.Experience
A minimum of five years of progressive management experience in developing, managing and delivering human resource services and programs to a wide variety of stakeholders in a highly unionized environment is required.
Considerable experience in working with complex processes and systems that guide the delivery of various human resources services as well as agreements, standards, laws and regulations that govern them is required.
Experience with people management, project management, change management, team development, coaching and Human Resource Planning is required.Competencies (Knowledge, Skills & Abilities)

Ability to work independently and to use discretion and good judgement in decision-making, provide leadership, work collaboratively within teams, and consult effectively and independently with all levels of the organization to achieve results.
Ability to drive consensus, resolve conflicts, and facilitate solutions in a multi-disciplinary team environment, optimizing the development and maintenance of high-performing work teams in a complex rapidly changing environment.
Ability to exercise discretion and good judgement in contacts with senior and union leadership and other stakeholders, and in reviewing sensitive information.
Demonstrated high level oral, written and presentation skills for the purpose of facilitating decision making through clear and well-structured reports, presentations, briefs, submissions and strategic documents and to effectively communicate and interact with management at all levels, staff and labour leaders.Other
