The Opportunity

is fully responsible for the overall strategic management and direction of the Capital Facility Construction Section.

The role reports to the Director of Engineering Operations and has the following accountabilities:

  • Provides Corporate and city-wide support of strategic and long-term facility asset management planning, understanding Council priorities, and anticipating business and strategic needs of other departments.
  • Responsible for reporting obligations under the Green Energy Act.
  • Leads stakeholder consultation, as required, as per the City\xe2\x80\x99s Public Engagement Framework or funder requirements, in respect of capital facility projects.
  • Responsible for the Corporation\xe2\x80\x99s capital facility programs relating to asset management, including inventory and condition assessments, asset lifecycle management, capital planning, capital renewal, and determination of risk and level of service. Recommends and directs various studies and condition assessments in support of strategic and long- term facility planning.
  • Responsible for the development and delivery of new facility construction, contract and project management services, and renovations to existing facilities, and for compliance with appropriate legislation as it applies to the provision of capital facility construction.
  • Responsible for the implementation and execution of the City\xe2\x80\x99s Strategic Approach to Energy Management and Net Zero Strategy related to the portfolio including energy procurement and corporate wide utility and fuel budgeting, conservation, and long-term planning, utilizing best practices for energy systems and developing strategies for delivering energy efficiency programs.
Ideal Candidate
  • Degree in engineering, architecture, construction management, or other building construction-related discipline and registration as a professional engineer or architect able to practice in Ontario, together with eight years\xe2\x80\x99 progressively responsible management experience in the areas of construction management and/or developing and using capital asset management frameworks and capital works planning; or
  • Diploma in a building construction-related discipline and registration as an engineering or architectural technologist together with ten years\xe2\x80\x99 progressively responsible management experience in the areas of construction management and/or developing and using capital asset management frameworks and capital works planning.
  • Proven negotiation skills and the ability to manage political relationships in a tactful and responsive manner and build consensus regarding project objectives.
  • Ability to think and act strategically in a public sector environment, including the ability to conceptualize and implement change strategies.
  • Proven business and financial management acumen, with the ability to analyze and articulate the financial implications of various project delivery approaches and/or facility options; ability to perform relevant cost calculations.
